Respected Sir,
The Resolutions passed in the Circle working Committee Meeting held through Video Conference on 31.8.2020 is briefed below for your kind consideration and necessary action Please:
1. Cadre restructuring of SBCO :
Cadre restructuring may be implemented taking into account all the suggestions given by the AIPSBCOEA CHQ vide letter numbers dated 9.7.20 and 13.7.20 (Letters enclosed) during the meeting with the committee members of Cadre restructuring on 11.7.20. The main demand is amalgamation of the SBCO with the Postal Accounts as both were bifurcated from the AG P& T for local convenience and having same nature of work of Auditing and Accounting.
2. Establishment Review:
Review of establishment (staff strength) of SBCO according to the new adhoc time factor issued from Directorate.
3. Provision of MTS:
Providing full time MTS to SBCO as the work of SBCO branch is increasing multi fold in CSI scenario.
4. Provision of New Control Procedure and Updation of POSB manuals:
Provision of New control procedure to SBCO to work in this modified CSI scenario which is completely different from the V2sbco and Sanjay post period. Updation of the POSB manuals by incorporating the latest SB orders and addendums.
5. Updation of Software at par with rules:
The software used in Finacle and CSI integration scenario to be updated/corrected according to the latest SB rulings and orders.
6. Enhancing the speed of Servers:
Both the Servers of Finacle ; Live & MIS servers need to be enhanced in speed as all the reports generated during the first and last weeks are very slow causing undue delay in completing the work. The number of limits of reports generated in finacle for SBCO unit may be removed which leads to delay of work.
7. Delegation of APARs :
Delegation of APAR writing powers to the Sr. Accounts officer, ICO (SB) for all SBCO officials as in many units SBCO staff are being harassed by the influence of the Divisional Superintendents due to this issue.
8. Change of Administrative Control of SBCO:
Change of Administrative control of SBCO cadre from the Divisional Superintendents to the Director of Postal Services or to the Sr. Accounts officer ICO(SB) is very much necessary to function effectively.
9. Permission to weed out old records:
Permission is to be given by the divisional heads to weed out the time barred old records at SBCO branch periodically. In many units the same is denied due to some long pending fraud cases. The investigation of cases needed to be completed within a stipulated time period so that due dates of weeding out of old records shall be ensured.
10. To Include Sr. Accounts officer, ICO(SB) in transfer committee:
The Sr. Accounts officer , ICO (SB) should be a member of the transfer committee for ensuring proper transfer movements of the SBCO officials.
11.Officiating arrangements for Supervisory Cadres in SBCO:
Officiating arrangements in Supervisory cadre may be provided according to norms to those SBCO units wherever regular supervisors are not available.
12.To increase promotional chances of officials through exams:
Promotions to be given through departmental exams like fast track to SBCO cadre which will be very useful to all SBCO officials.
13.The Role of SBCO cadre in future :
The recent Directorate order F.No.04-05/2015-SPB-I, Government of India, Ministry of Communications, Department of Posts, Dak Bhawan, Sansad Marg, New Delhi. Dated 18.09.2019 regarding Framing of DOP (Postal Assistant and sorting Assistant) Recruitment Rules, 2019 – regarding , Our Association would like to inform the Department that the cadre of PA(SBCO) should not be merged with General line PA and any decision may be taken only after discussion and suggestion of Union representatives of SBCO cadre . A detailed letter is already sent to the Department by the Association regarding maintaining separate identity as AUDITORS and to work under the Director of Postal Accounts.
14.Contributory Negligence/Irregular Recovery imposed on SBCO staff:
The duties of SBCO staff are well defined in Manual for SB Control, Pairing & ICO Procedure. Accordingly the SBCO staff are Exercising the decentralized Audit & Accounts duties and their work actually start after accounting of the transactions. Therefore, penalizing the SBCO employee by imposing recovery of loss irrationally for frauds committed in the Savings Schemes in Sub Offices / Branch Offices is contrary to statutory Rules. The SBCO staff is not directly related to any type of monetary transaction and accordingly they should not be imposed as offender/co-offender in misappropriation cases. It is learnt that under Rule 11 (iii) of CCS (CCA)Rules 1965 the penalty of recovery can be imposed on a Govt. servant is directly responsible for the act of negligence or breach of orders causing the financial loss and accordingly the SBCO staff should not be held responsible for any type of recovery in misappropriation cases, so that the SBCO staff be exempted from
contributory negligence as they are not directly involved in any monetary transactions.
15.Filling up the vacant posts in SBCO:
The SBCO is facing acute shortage of staff in all the Circles and the G/S has addressed a detailed reference on 12.3.16 and in all the letters since then to the Secretary (Posts) which is unattended to. After role out of CBS hundred Percent voucher checking and other CBS works have been assigned to SBCO subject to there should not be more than 2-3 days pendency, but it is impossible to carry out the work in under staffed situation. The checking of NSCs & KVPs vouchers have also been deployed to SBCO and these situations are unmanageable without staff. That a special drive for recruitment of SBCO staff may be launched to make good the shortage of staff in SBCO as early as possible to avoid the pendency because about 50% to 60% posts of PA(SBCO) are lying vacant in all the Circles of the Department.
16.Regularization of leave during lockdown:
Regularization of leave may be done to all officials who were held up at their native during the lockdown due to unavailability of transport.
17.Sanitization of the SBCO branch :
Sanitization of the SBCO branch, provision of gloves and masks to all the SBCO officials may be done at all SBCO units in an uniform manner as a precautionary measure.
On behalf of AIPSBCOEA all the above resolutions were passed unanimously by the house and request the respected Chief Postmaster General to take appropriate action at Circle level and the issues related to All India level may kindly be escalated to the Directorate for necessary action.

BRIEF OF THE CIRCLE WORKING COMMITTEE MEETING HELD ON 31.8.2020.
The Circle Working Committee Meeting of the ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION was held through Video Conference on 31.8.2020 . The Meeting was presided by the Circle President Comrade MPP. Karthikeyan who explained about the Cadre restructuring of SBCO by clarifying the importance of Amalgamation of SBCO with Postal Accounts and the advantages. He spoke about the Cadre Restructuring proposal of the Postal Accounts ,the outcome of the Meeting held on 6.8.20,the views and suggestions of all the 7 Committee members ,the change of work nature, decentralization of DPA to the H.Os, Nomenclature change etc. So, Our SBCO Cadre also to be restructured accordingly and amalgamated with DPA. All the Circle Office Bearers and our Ex. CS Comrade S. Appanraj expressed their views and suggestions highlighting the following points:-
Cadre Restructuring of SBCO & Amalgamation with DPA with the benefits.
Filling up of Vacancies at SBCO as an one time measure.
Change of role, nature of work , nomenclature, pay scale, separate identity as Auditors.
Revised Control Procedure and updation of the POSB manuals according to the latest SB orders, Addendums and rules.
Software updation according to the latest SB orders and rules.
Enhancing the speed of the servers (live and MIS servers) for quick generation of reports at the beginning and end of the months.
Officiating arrangements to the vacant supervisory posts as per norms.
Arrangements to be made / provision of staff for the leave period as and when the women officials proceed on ML for completion of the work.
To include the senior Accounts Officer in the Transfer committee to streamline the transfer/postings of SBCO.
The OMS raised by SBCO to be settled by the H.O/S.O as it is the responsibility of the concerned Postmasters as per rule and not to pressurize the SBCO staff for the same. Enabling the OM memo pad in Finacle.
Group D assistance to all the SBCO UNITS.
Periodical permission for weeding out of the old records as per the SB order 14/2015.
Regularization of leave to all officials who were held up in their native during the lockdown due to unavailability of transport.
Sanitization of the SBCO branch, provision of gloves and masks to all the officials as a precautionary measure.
Finally all the points expressed by the Circle Office Bearers were discussed and reply given in detail by the Circle Secretary Comrade SHP. Jasmine Jalal Begam ,the necessity and importance of the Amalgamation of SBCO with DPA was elaborated along with the letters written by the General Secretary AIPSBCOEA to all the higher-ups regarding the Cadre Restructuring of SBCO. All the Points were passed as resolutions with the approval of the house. The Circle Working Committee Meeting was concluded with vote of thanks by the Vice President Comrade C. Idayanathan.

The subjects for the RJCM Meeting are as as follows:
1. The SBCO officials who are ordered for inter circle transfers under Rule 38 may kindly be relieved immediately as they are facing much difficulties remaining away from their families during this Pandemic spread situation. They have not yet been relieved since many months even more than a year of issuance of order.
2. Implementation of Roster throughout the circle in an uniform manner due to unavailability of public transport because of lock down as a result of the covid-19 spread. All the officials , especially women officials are facing difficulties to attend office due to unavailability of transport. The SBCO officials may be ordered for working at H.Os nearer to their residence ( either within the same division or other division) as usually they are posted/transferred from one division to another which is very far from their residence.

On Behalf of All India Postal Employees Association it is brought to the Kind notice of the Postmaster General that the SBCO officials who are already ordered for the inter circle transfers to various circles are yet to be relieved. It was earlier requested in the letter referred above and it was mentioned that “Due to shortage of staff, competent authority has ordered to relieve the SBCO officials after joining of new recruits allotted to western region”
Now that four new recruits have joined in western region, it is once again requested to issue orders for relief under humanitarian grounds as nearly one year has passed since the issuance of inter circle orders which will be a boon to them during this unforeseen pandemic spread to be with their family and work efficiently with mental peace.

Ref: Memo. No. STA/29-CBS/2017 dated at Chennai 600002 the 13.08.2020 from
the CPMG, TN Circle, Chennai- 600002.
With reference to the letter number cited above, two SBCO PAs are repatriated from CPC Chennai to their parent SBCO units. On behalf of AIPSBCOEA , it has already been brought to the kind notice of the Postmaster General, Chennai City Region that Park Town H.O. SBCO is the heaviest SBCO unit throughout the region/circle which is facing difficulties in performing the day to day work due to the under staff (sanctioned) strength and vacancy. A Bimonthly subject was also placed during the month of July 2020 for the same. The subject is as below:
Request for deputation of SBCO PAs in Chennai City Region to work at Park Town H.O. as it is the only SBCO unit in CCR having 7,47,199 accounts as on 30.6.20
with 1,71,345 transactions approximately for a month. The Sanctioned strength is
1+6.But the present working strength is 0+5 as one PA/SBCO was deputed to CEPT
From Park Town H.O and another PA/SBCO who was deputed from Mylapore H.O
SBCO was also relieved to CEPT. Actually many offices under CCR units (offices from
G.P.O, T nagar H.O and Anna Road H.O. ) were added to Park Town H.O before two
years due to which the quantum of work has increased to many times and the
establishment review also has to be made to revise the sanctioned strength of Park
Town H.O. SBCO.
Hence, it is requested that the 2 SBCO PAs who are now repatriated from CPC Chennai (Jayashankar C and Kingston L) as per the above reference may kindly be deputed to Park Town H.O. SBCO to enable the smooth functioning of the Unit without pendency in work.

On behalf of the All India Postal SBCO Employees Association, the following points are brought to the Kind notice of the Postmaster General regarding the Rotational transfers for SBCO officials which was communicated through above mentioned letter.
1. Smt R Bakkiyalakshmi PA SBCO, Metupalayam HPO has requested for transfer to Coimbatore HPO to look after her two year old child. Hence on humanitarian grounds we request the respected Postmaster General to consider the request of the official to post in Coimbatore HPO. We also would like to inform that in Coimbatore HPO one of the official is completed his tenure and posted in Udumalpet HPO. Consequent on this move the strength of the office will be 0+5 against the sanctioned strength of 1+8. Hence there will be a shortage of 3 PAs. It is also learnt that there are many eligible/willing officials available for posting in this HO. Hence we request you to consider the staff position in Coimbatore HPO and at least replacement for the tenure completed official may be given for smooth functioning.
2. Shri. Naresh Kumar.S has completed 9 years of service in our Department. With the provided opportunities he had worked as System Administrator for SBCO, western region before CBS. Has conducted software training for all the staff of western region before CBS and also conducted CBS Finacle training for all the staff under western region. He has Worked as Assistant Manager Area Operations in IPPB on Deputation. Due to certain needs in his family and with an interest to work in ICO (SB), he has applied for transfer as PA ICO(SB), RO without TA/TP in this RT. As per the latest Circle Gradation list of Shri.Naresh Kumar.S is Sl.No is 59. But Shri. N.Shaarath Kumar with Circle Gradation list Sl.No 158 was posted as PA ICO(SB),RO in this RT. On behalf of our Union, for the welfare of the employee and also to give a chance to deserving employee, request of Shri. Naresh Kumar.S may please be considered.
3. Shri M Manikandan PA SBCO, Bhavani HO was transfered in interest of service to Tiruchengode HO without tenure completion and without any request. He is a meritorious sports person and also represented our department in various sports meets and achieved many medals. As he is an asset to our department ,the change of place in midst will spoil the sport, hence it is requested that he may be allowed to continue work in Bhavani HPO.
Our association requests the honorable PMG to consider the above points for the welfare of officials as well as for the department.

Sub:- Preventive measure to contain the spread of COVID19.
Ref:- 1. DOPT order F.No. 11013/9/2014-Estt.A-III Dated the 18th May 2020.
We Citizens of India are bound to abide by the Honorable Prime Minister’s declaring of the Lock down throughout the country. In almost all the states the Lock down is strictly adhered, due to which all the public transports have been stopped. On behalf of the All India Postal SBCO Employees Association CHQ, the difficulties of the SBCO staff to attend the office due to unavailability of transport and especially the problems of the women employees during this lockdown are represented in this letter. We bring to the notice of the Circle Administration that as per , “The Ministry of Home Affairs (MHA) vide its Order dated 17.5.2020 has extended the nationwide lockdown till 31.5.2020 to contain spread of Corona Virus in the state/country and has issued the consolidated revised guidelines for strict compliance. In the reference cited above vide para 2 ( b & c ) , it has been decided that “For the staff below the level of Deputy Secretary, all Heads of the Department shall prepare a roster so as to ensure that 50 percent of officers and staff attend office on every alternate day and observe staggered timings”.The state Government has extended the lockdown till 30.6.20 and the same is definitely to be extended further due to the vigorous spread of the pandemic COVID-19.
The guidelines was issued for attendance for officers/staff at levels below Deputy Secretary, in which the Heads of Departments (HODs) may also direct their officers/staff to attend office in staggered timings and suitable Roster may be drawn for 50 percent attendance by the Heads of Department to avoid crowding in offices/work spaces and maintain social distancing which is need of the hour and been followed as of now in Tamilnadu circle. As far as SBCO employees are concerned , there are many of them who travel many kilometers from office to residence daily as they are posted from one division to another division usually. So, such employees may be allowed to work at offices near to their residences either within the same division or at other divisions which will be helpful to the officials and also beneficial to the department to complete the work instead of being at home losing their own leave. It is requested by the AIPSBCOEA CHQ, to kindly cause issuance of orders throughout the Circle for the Employees, to implement the DOPT orders mentioned in the reference above to follow the 50% attendance , roster system , staggered timings and permission to work at H.Os near their residence within same division or other division till the lockdown is lifted totally throughout the circle.

Sub:- Making arrangements in the LSG/HSG II/HSG I Posts- Reg.
Ref:- Cicle office letter No.STA/2-81/2017 dated at Chennai 600 002 the 16.2.2017 & 07.11.2017.
Our Association would like to bring to the kind notice of the honorable Chief Postmaster General, T.N Circle, that the SBCO Employees who have completed only few years of service are forced to assume the post of Supervisor/Incharge in many units that hold higher responsibility where regular Supervisory posts are lying vacant for many years due to shortage of staff. With reference to the reference cited above the vacant LSG Supervisory posts may be filled with the eligible PAs/SBCO as per the norms, the vacant HSG II posts may be filled with the eligible LSG officials vide officiating arrangements and HSG I posts may be filled with the eligible HSG II officials similar to officiating arrangements done for the general line officials. The DPC is convened to select such officials once in 6 months and according to the vacancy position, officials are posted against such vacancy. If any of the official is declining promotion, the post is lying vacant till next DPC is convened.
This causes much delay in the promotion process in the cadre of LSG supervisor. Our association wishes to suggest the following:
- A list of officials to the tune of double the vacancy may be considered by DPC.
- The officials promoted and giving unwilling for promotion within 15 days of issuance of promotion order shall be accepted and officials in the next seniority level may be ordered for promotion and so on.
The suggestion may kindly be considered and appropriate action shall be taken on this.

Ref:- 1. DOPT order F.No. 11013/9/2014-Estt.A-III ,Establishment A-III Desk Dated the 23rd April, 2020.
On behalf of the All India Postal SBCO Employees Association ,the difficulties of the SBCO staff to attend the office due to unavailability of transport and especially the problems of the women employees during this lockdown were represented in detail. We bring to the notice of the Circle Administration that as per the reference 1 cited above, “The Ministry of Home Affairs (MHA) vide its Order dated 15.4.2020 has extended the nationwide lockdown till 3rd May , 2020 to contain spread of Corona Virus in the country and has issued the consolidated revised guidelines for strict compliance. Para 18(ii) of these consolidated revised guidelines, inter-alia, provide that all officers of the level of Deputy Secretaries & above are to function with 100% attendance while 33% of the remaining officers/staff are to attend offices as per requirement.”
