 Brief of the CWC and 7th All India Conference held at Nagpur:

The Central working committee meeting of the AIPSBCOEA was held at MLA Hostel Civil line Nagpur Maharastra on 28.01.2024. All the CWC members and Circle secretaries attended the meeting. Many important decisions were taken keeping in mind the future of the SBCO officials and the issues faced by them. The views of the Office bearers were heard and discussions made for taking final decision.

The 7th All India Conference of AIPSBCOEA begun on 29.01.2024 with Salutation of the National flag by our Ex. CHQ President Com. Srikanth Mallik followed by salutation of our NFPE flag by our NFPE President Com. Pradip U Khadse and our AIPSBCOEA flag by our CHQ President Com. Sanjib Barua.

 On behalf of AIPSBCOEA CHQ, respectful homage was paid to all Comrades, Trade Union Leaders, Political and social leaders and common man who lost their lives during the years from Jan’2022 to Dec’2023. Homage was paid to all the Martyrs.

The conference was inaugurated by Com. Pradip U Khadse President NFPE by lighting lamp. The conference was presided by the CHQ President Com. Sanjib Barua. Welcome address along with the present situation was briefed by the General Secretary Com. SHP. Jasmine Jalal Begam followed by the Presidential address. The Chief guest Com. Pradip U Khadse delivered his speech which was about the Government policies, departmental changes, issues of different wings, the updates regarding the derecognition of NFPE etc.

The Biennial report was submitted before the house by the General Secretary Com. SHP. Jasmine Jalal Begam followed by the financial report. Then our Ex. President Com. Srikanth mallik delivered his speech followed by the speeches of the special invitees of Nagpur from P3, P4, R3 and R4.

After   Lunch break, the delegate session started. All the delegates who took part in the session expressed their views and suggestions for the betterment of SBCO officials. Then the Biennial report and financial reports were approved by the house.

The General secretary elaborated on all the views and suggestions of the delegates and finally summarized the burning issues. Some important resolutions were passed unanimously by the house for the welfare of the SBCO officials.

The new set of All India office bearers were elected unanimously by the house and the conference was concluded finally.

Smt. J. Charukesi CPMG Tamil Nadu Circle passed away on 19.12.2023. She was an eminent personality and inspiration to all, especially women comrades for her remarkable dedication towards work and other extra curricular activities. She was an intelligent person and easily approachable by all. She was well known for her positive attitude and active participation in all the Departmental programs. She was an officer who had concern for staff welfare and settled their issues whenever brought to her knowledge. She encouraged and motivated all staff during the circle excellence award function which we can never forget. 
 
Our heartfelt condolences to her bereaved family members on behalf of AIPSBCOEA Tamil Nadu Circle. 
 
May her soul rest in peace.

 LETTER TO THE CHIEF POSTMASTER GENERAL FOR GRANT OF SPECIAL CL CONSEQUENT OF MICHAUNG CYCLONE:

Sub:-    Request for grant of special casual leave consequent of the “Michaung” Cyclone- Reg...

Ref:-    1.  G.O of Government of Tamil Nadu dated 03.12.2023 declaring 4.12.2023 as public holiday.

                                 The Indian Meteorological Department forecasted that a deep depression over south – west Bay of Bengal, will intensify into a cyclonic storm named “Michaung” and due to this cyclonic storm, Chennai, Tiruvallur, Kancheepuram and Chengalpattu Districts would experience very heavy rainfall and strong winds. In view of the above, the Government of Tamil Nadu declared 04.12.2023 as public holiday under the Negotiable Instruments Act, 1881, as a special case. All the Government offices including the offices of Public Undertakings/ corporations, Boards, Banks, Financial Institutions etc., in Chennai, Tiruvallur, Kancheepuram and Chengalpattu Districts was closed on 04.12.2023 (Monday). The copy of the above G.O. was also addressed to the Central Government offices (Chennai, Tiruvallur, Kancheepuram and Chengalpattu).

                             The “Michaung” Cyclone had created adverse effect in the 4 districts (Chennai, Tiruvallur, Kancheepuram and Chengalpattu). Almost all areas were flooded and the transportation was totally disrupted. The officials were even unable to come out of their residence due to complete water logging like islands to make their way to their offices. All the officials with their family members were striving hard for survival as there was no basic amenities and also no power supply and network connectivity, to contact their respective offices for intimating leave. This situation prevailed for completely three days from 04.12.2023 to 06.12.2023, only after which slowly the situation is now returning to normalcy.

                              Hence, it is requested that special casual leave may kindly be granted to all the officials who were unable to attend the office from 04.12.2023 to 06.12.2023 for three days on humanitarian grounds due to the natural calamity caused which brought everything to a standstill.

RESOLUTIONS OF THE CIRCLE WORKING COMMITTEE MEETING:

 The following resolutions were elected passed in the Circle Working Committee Meeting held at Tamil Nadu Government Employees Association Building, Mela Perumal Mesthri street, Near Railway station, Madurai- 625 001on 25.11.2023.

 

  1. Filling up of vacancies in SBCO Units:

All the existing vacancies and those arised due to merger with PAPO in SBCO units to be filled completely on tenure basis as per the Directorate letter regarding modalities of merger dated 16.11.2022 so as to ensure smooth and efficient functioning of SBCO units without pendency to prevent any fraudulent activities.

 

  1. Efficient manpower to SBCO:

After merger the PAs posted to SBCO units are either new recruits/officials from other circles/promotees who are untrained and not having any knowledge of SB work. This is leading to much difficulty in extracting the day to day work from such officials and diluting the audit work. Hence, efficient and capable hands having sound knowledge in Saving Bank work and rulings need to be posted at all the SBCO units as the work of SBCO is very important to safeguard the public money.

 

 

  1. Assigning Role of PA SBCO ID in Finacle :

All PAs posted in SBCO units to be assigned the role of PA SBCO in Finacle immediately on joining to enable them to perform all the verification and checking without delay.

 

  1. Priority to SBCO officials during transfers:

All the SBCO PAs including Supervisors need to be given priority during transfers or consider their requests for transfers to post them according to their choice of preference. All the posts in SBCO establishment to be notified during Rotational transfers to post them first by the corresponding Regional offices and then the remaining vacancies to be filled by the divisional heads.

 

  1. Separate staff for POSB reconciliation work:

The POSB reconciliation work is now done throughout the circle for which a separate team is to be formed. But in many Hos no such teams are formed separately with exclusive staff strength, instead the existing SBCO officials are pressurized to do the work. This is leading to pendency of voucher checking and accumulation of daily work in SBCO. Hence, separate staff to be allotted for the POSB reconciliation work as this is a very lengthy and continuous work.

 

  1. Control change of SBCO to GM PA & F:

Many officials including PAs SBCO/LSG/HSG II/HSG I are ready to get absorbed in the Postal Accounts Offices and are not willing to get merged with PAPO. Hence, those officials can be absorbed at Postal Account Offices by asking for their willingness (or) the control of SBCO units may be changed to GM PA & F as both the wings were originated from the same AG P&T and performing the work of same nature only. Presently willingness is being called for by the Chief Post Masters General of many circles to work as junior assistant, steno,LDC on deputation basis to fill the vacancies. But SBCO officials who are performing similar work of PAO are already willing to work in PAOs and hence willingness may be called for exclusively from SBCO officials to work in PAOs which will meet the necessity of all the PAOs with suitable hands.

7.     Separate ICO(SB) Unit at Circle office:

There was a ICO(SB) unit at the Circle office which was monitoring the SBCO and SB related works of all the four regions. But as a consequent of shifting of the unit to the Chennai City Region now there is no ICO(SB) unit at Circle office. Hence, a separate ICO(SB) Unit comprising of one or two PAs SBCO, one Supervisor SBCO and one Accounts officer to be established at Circle office to monitor and follow the SBCO and SB related works of all the four regions to improve the quality and efficiency of SB and SBCO related works. This will also enable the efficient functioning of all the SBCO units under the direct monitoring of Circle office.

 8.     Cadre restructuring of SBCO:

Cadre restructuring of SBCO is to be done for increasing the number of Supervisory posts in SBCO as there are very limited supervisory posts as of now which leads to difficulty during the promotion of sbco PAs. As the officials decline the LSG promotions due to non availability of post in the present region or unit their MACP promotions are affected. Hence cadre restructuring is to be done for SBCO to increase the supervisory posts.

9.      Temporary down gradation of HSG II and HSG I posts in SBCO:

As there are very few eligible officials for the HSG II posts, those posts which are lying vacant for number of years may be downgraded temporarily till the regular incumbents join. This will enable those units to get regular supervisors and make the next list of juniors to accept their LSG promotions without declining the same. Similarly HSG I posts also may be downgraded temporarily as there are no eligible officials to join those posts at present.

10.  LSG posts at all the SBCO units:

One LSG post to be created or one PA post to be upgraded to LSG in all the SBCO units to improve the quality of work as there are no regular supervisors in many units. This will not only enhance the efficiency of regular work but also pave way for the SBCO officials to get their LSG promotion in their own unit itself which is their only career up lift without declining the same which will in turn lead to good quality of work in all SBCO units.

11.  Weeding out permission:

Due to the POSB reconciliation work, weeding out permission is not given to SBCO units which is leading to over flow of records. The accounts and the balance of V2 SBCO system data is being compared for the reconciliation work with the Sanchay post migrated data. The vouchers and consolidations after migration are accumulated at SBCO units have no role to play in the POSB reconciliation. In turn those are only heaped day by day without space. Hence, permission may be accorded for weeding out the time barred vouchers and consolidations to create space for preserving and arranging the current vouchers without difficulty.

 RESOLUTIONS OF THE ONLINE CWC:

AIPSBCOEA/RESOLUTIONS/TN CIRCLE/2023                              DATED: 12.06.2023

 The emergency CWC Meeting of AIPSBCOEA- TN Circle was held through VC on 11.06.2023 (Sunday) from 11 a.m. onwards. The following resolutions were taken unanimously by the Circle body.

RESOLUTIONS:

  1. To adhere to Annexure A point no 1 j of the Directorate order dated 16.11.2022 during transfer/postings of PA SBCO which read as:

 “However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice. Transfer/posting of officials who do not opt to switch over to Postal Operative Side will be made first by the Circle/Regional Office and thereafter, the Divisional TPC will consider transfer/posting for the remaining vacancies in SBCO.”

2.     2. After merger, all vacant posts including the merged posts to be shown only in the SBCO establishment which is to be notified for the SBCO officials during transfers/postings/promotions. These vacant posts should not be merged with Divisional establishment till a single PA SBCO remain in that circle. This is very necessary because the SBCO officials recruited for SBCO and remaining back are not able to give places of their choice during transfers/postings and are experiencing mental agony due to this restriction of movement which is but their right by all means and are eligible for preference as mentioned in the Directorate order dated 16.11.2022 – Annexure A modality 1j. If only one PA SBCO remain in a circle will he/she will not be transferred throughout his career due to non availability of post? This is against nature of justice as the PAs SBCO are eligible for giving places of choices for all the vacancies in SBCO.

 

  1. Many officials including PAs SBCO/LSG/HSG II/HSG I are ready to get absorbed in the Postal Accounts Offices and are not willing to get merged with PAPO. Hence, those officials to be given an option to get absorbed at Postal Account Offices by asking for their willingness. This is also a very long pending demand of our CHQ as detailed in all the letters written by our All India Association.

 4.     The merger order of PA SBCO with PA PO has almost dismantled the SAVINGS BANK CONTROL ORGANISATION and the purpose of its formation is defeated. This is because the POSB set up in which crores of public money is involved is now going to be handled by everyone (open to all), which is highly risky. One official who works in counter can work in SBCO who can surely misuse the opportunity to manipulate the vouchers even though a tenure break is given. As of the data obtained from Directorate 68% of PAs SBCO have already merged and now extension has been given again for giving option which has created a confusion and pressure among the remaining SBCO officials and feeling as if they are being forced to leave SBCO. It is very much astonishing as to why the Administration is ready to dismantle the setup of SBCO which was formed with the approval of AG P & T, CAG and Ministry of Finance to ensure an on-spot checking over the work of small savings schemes for audit & accounting, vouchers checking & reconciliation work vested within AG P & T which has its own separate identity other than existing PA Cadre in the Department being their nature of duties identical to the Audit & Accounts wing.

    Hence, it is requested either to repatriate the whole SBCO setup (OR) to bring the SBCO units under the control of GM PA & F (OR) TO ABSORB THE WILLING SBCO OFFICIALS TOTALLY INCLUDING (PAs SBCO/LSG/HSGII/HSGI) officials INTO THE POSTAL ACCOUNTS OFFICE which is our very long pending demand.

 On behalf of AIPSBCOEA, it was unanimously decided to file case before the appropriate legal forum through Shri.K.R.Jeevan the Circle Treasurer of AIPSBCOEA Tamilnadu Circle since he is also an affected party to challenge the Directorate order No. Q-25/11/2022-PE-I-DOP dated 16th November 2022 regarding Merger of PA(SBCO) and PA(FPO) with PA (PO) and all the orders subsequently issued thereafter on the same subject.

LETTER TO THE POSTMASTER GENERAL CCR FOR ISSUANCE OF RT NOTIFICATION:

Reference:-1.  Directorate order No. Q-25/11/22/PE-I-DOP dated 16.11.2022 for merger of PA    

                      (SBCO) and FPO with PA(PO).

                   2. Memo No. STA/RT/2023/ARD dated at Chennai 600002 the 20.04.2023 issued by the   

                       O/o the Chief Postmaster,  Anna Road HPO, Chennai-2.

Respected Sir,

                         On behalf of All India Postal SBCO Employees Association, a kind attention of the respected  Postmaster General  is invited towards the reference and the subject cited above with regard to issuance of Notification for PA SBCO due for Rotational transfer vide the orders issued by Directorate on 16.11.2022.

                          As per the Annexure A point no 1 j of the Directorate order dated 16.11.2022  Notification has to be issued by the Circle office followed by all the Regions of the Circle for Rotational transfers of SBCO officials who are remaining in SBCO and are due for their transfers.

                       Annexure A point no 1 j of the Directorate order dated 16.11.2022 read as:

However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice. Transfer/posting of officials who do not opt to switch over to Postal Operative Side will be made first by the Circle/Regional Office and thereafter, the Divisional TPC will consider transfer/posting for the remaining vacancies in SBCO.

                       But as per the reference 2 mentioned above, it is surprising that before implementation of Transfer/Posting of PA SBCO first by the Circle/Regional Office, the PA SBCO who have switched over to PA PO and already worked in SBCO for a tenure are posted in SBCO branch again without giving a tenure break  by the Divisional heads/Heads of Units which is against the Directorate order point no 1 j and l of Annexure A mentioned above. This will curtail the chances of the regular PA SBCO officials due for RT and who have given options for those places.

                       Hence, it is requested for the personal intervention of the respected Postmaster General  to streamline the Rotational transfer process for the officials who are remaining in the PA SBCO cadre as per the above Directorate orders to issue instructions to all the Regions w.r.t RT Notification already issued and posting of PA SBCO in their places of choice; after which the remaining vacancies in SBCO are to be filled by the Divisional Heads/Heads of Units as per the Directorate orders dated 16.11.2022.

                   Respected Madam,

                         On behalf of All India Postal SBCO Employees Association, a kind attention is invited towards the reference and the subject cited above with regard to the revision of sanctioned strength of Division consequent on the merger orders issued by Directorate dated 16.11.2022.

                          The Circle office memo number mentioned in the reference above is totally against the Directorate order Q-25/11/22/PE-I-DOP dated 16.11.2022. To begin with the date of the Directorate order regarding merger is mentioned as 18.11.2022 instead of 16.11.2022.

                           The modalities for merger of PA(SBCO) Cadre mentioned in the Annexure A point no  1  in which g, h and i of the Directorate order dated 16.11.2022 regarding maintenance of the strength of SBCO is totally violated and the essence of the order is completely misunderstood. This is because the revised strength of all the Divisions throughout the Tamil Nadu Circle is shown as if not even a single PA(SBCO) is remaining after merger. All the posts including the posts where PA(SBCO) officials are remaining are shown in the divisional strength which is absurd.

                           This will not only send a wrong message to the Regions in Tamil Nadu circle wherein notifications have already been issued for Rotational transfers of SBCO officials according to the Directorate order dated 16.11.2022 as per the Annexure A point no 1 j read as:

                        However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice.                      But also to other Circles where the process of identifying the strength of SBCO are being done after merger.

                      It is requested to give instructions to the remaining Regions which have not issued Notification for Rotational transfer of SBCO officials i.e. Chennai City Region and Central Region to follow the Directorate order dated 16.11.2022 as per the Annexure A point no 1 j mentioned above.

                      Hence, it is requested to cancel the memo issued on 30.03.2023 in the reference 1 and order  for  issuance of a revised memo to incorporate the correct strength of SBCO and the divisions after merger to avoid further confusions and inconvenience caused to the SBCO officials.
