When the Pandemic spread started vigorously and the lockdown was announced suddenly, all the officials were in a highly confused and panic state. Moreover there was no transport to attend office or to handover the leave applications to the higher-ups physically. As this has happened for the first time in the history of total mankind and in India our honorable Prime minister declared lockdown from 25.3.2020 suddenly; the officials who were out of headquarters were unable to return to Head quarters due to unavailability of transport. Those who were there at Head quarters , were not able to communicate the same to higher-ups through mail or phone due to poor network connectivity (or) were in a confused and afraid state for life of themselves and their family members ( infants, teen aged children, aged parents & members undergoing treatments for various diseases) due to the hazardous COVID-19 life threatening disease by that time. Perhaps , all the officials have communicated their inability to attend office on a later date and applied for their eligible leave for the period.
In the light of the above mentioned facts, it is requested to kindly regularize the Dies-non orders issued to the SBCO officials under humanitarian grounds as the situation was beyond their control due to the natural calamity (Pandemic spread) and treat the period as their eligible leave. Also the meeting in the Circle office was conducted only on 31.3.2020 (because of unavailability of staff and transport) with the Chief Postmaster General as requested by the unions in which exemption was granted to SBCO officials up to 14.4.2020.
Hence , on behalf of the AIPSBCOEA CHQ it is requested to regularize the period from 25.3.20 to 31.3.20 and treat the same as leave please.
A line of reply is solicited please.
With Regards,
