Dear Comrades,
Hope
all of you are safe at your homes. The whole world is brought to a standstill
due to the Pandemic spread of COVID19 Virus which has become a life threatening
disease to the mankind. In this situation it is our prime duty to follow the
instructions given by the State/Central Governments to protect ourselves from
the virus.
Precautions
to be followed:
- Be safe by avoiding unwanted physical movement outside.
- Wash your hands often with soap and water, especially when entering the house from outside and before touching/taking any food items.Do not touch your mouth, nose and eyes unnecessarily.
- Please Quarantine yourselves for 2 weeks minimum whenever there is any symptoms of cold, fever or cough.
- Always wear masks and gloves when you need to go out of your home.
- Take healthy food like fruits and green vegetables as far as possible. Wash the vegetables/meat/fish 3 to 4 times and cook them fully and properly before eating.
- Use turmeric, ginger, garlic, cumin, pepper and citric fruits in your meals as these have medicinal values. Drink hot water often to prevent the attack of the virus through the throat.
- Always think positive and keep your mind optimistic to fight the virus.
- Ask all your family members to follow the above precautions.
- Last but not the least maintain social distancing with everyone including your family members (3 meters gap) which is the only way to control the spread of the COVID19 virus now.
All of
you need to follow the above precautions
and be safe at your homes to prevent the
whole mankind from the harmful effects of the COVID19 Virus.

The Resolutions passed in the 5th
Circle Conference held at Trichy on 27th
and 28th December ‘2019
is briefed below:
1. Audit status to SBCO.
2. Review
of establishment (staff strength)
of SBCO according to the
new adhoc time factor issued from Directorate.
3. Providing
full time MTS to SBCO as the work
of SBCO branch is increasing multi fold in CSI scenario.
4. Provision of New control procedure to SBCO to
work in this modified CSI scenario which is
completely different from the
V2sbco and Sanjay post period.
5. Delegation
of APAR writing powers
to the Sr. Accounts
officer, ICO (SB) for all
SBCO officials as in many
units SBCO staff are being
harassed by the
influence of the
Divisional Superintendents due to this
issue.
6. Change
of Administrative control
of SBCO cadre from
the Divisional Superintendents to
the Director of Postal Services
or to
the Sr. Accounts officer ICO(SB) to function effectively.
7. Permission
to weed out the
time barred old
records at SBCO branch periodically. In many units
the same is denied due to some long pending fraud cases. The investigation of cases needed to be completed
within a stipulated time period so that due dates of weeding out of
old records shall be ensured.
8. The new RT
guidelines are issued
for transfer which
needs to be
transparent in all ways and it
is suggested to have a Counciling process to ensure transparency in
genuine manner .
9. The Sr. Accounts
officer , ICO (SB) should be a
member of the transfer committee for
ensuring proper transfer
movements of the
SBCO officials.
10. Officiating
arrangements in Supervisory cadre
may be provided
to those SBCO
units wherever regular
supervisors are not available.
11. The Live
account report is
now generated in
the CPCs and forwarded
to all the divisions as per SB order 4/2019 , which in turn
is received by the SBCO . Hence there is no need of
authentication of the concerned
SBCO or forwarding the
same to the GM PA & F as also
the menu for
generating the live accounts
is now disabled
for the SBCO users. Instead it is suggested to forward
the total figures to GMPAF by CPC/Divisional offices and SBCO
will send figures
of Non-CBS offices
only.
12. OM memo
pad to be enabled for
raising objections in
Finacle itself for
SBCO.
13. Creation
of Non-functional Gazetted HSG I
post in SBCO cadre as there
is no other promotional
chances above HSG I cadre for officials in
SBCO cadre.
14. APARs not to
be taken
into account while
giving regular MACP promotions as
already CCS conduct Rules are
followed to ensure the conduct of
officials.
15. Promotions
to be given
through departmental exams
like fast track to SBCO cadre
which will be
very useful to
all SBCO officials.
16. Removal of
number of limits of
reports generated in finacle for
SBCO unit which leads
to delay of
work .
17. As per SB order 14/2015 , the statistical extract need not be sent by SBCO to GM Finance, but in many circles
it is emphasized to send the
extract until FSI and CSI
integration is completed which
should be dispensed with as it is an additional burden to SBCO in
CSI scenario and
staff shortage situation.
18. The
Role of SBCO cadre in future :
The recent Directorate order

of Communications, Department of Posts,

DOP (Postal Assistant and sorting
Assistant)
Recruitment Rules, 2019 – regarding ,
Our Association would like to inform the
Department that the cadre of PA(SBCO)
should not be merged with General line PA
and any decision may be taken only after discussion and suggestion
of Union
representatives of SBCO cadre . A detailed letter is already sent to the
Department
by the Association regarding maintaining
separate identity as AUDITORS and to
work under the Director of Postal
Accounts.
19. Cadre restructuring of SBCO staff:
The cadre restructuring proposal was
accepted by the staff side in
2014 with agreement between official
side and only Pas (PO) have been awarded
restructuring on 27.5.2016 and SBCO
cadre have been left out. Thus the
promotional avenues of SBCO cadre are
held up.
The 7th CPC has also directed to
evaluate the cadre structuring to all Central Govt. employees. Thus the
fundamental rights of SBCO cadre is hammered despite of subsequent
agitational programmes.
The
Association would most humbly bring to the kind notice of the administration that Savings Ban Contro
Organisatio is a present doing the Audit work of the Post Office Savings Bank
Accouts. Ours being a circle cadre and promotional oppurtunities are very megre
for the youngsters who enter the department
with professional and
technical qualifications .Also
the number of LSG, HSG II and HSG I posts are very limited that every
time the LSG or HSG promotions when awarded to the officials,
they are not able to accept it as either
there are no post available in the areas with HRA or feasible to them or there are no posts in that region
where the official is working.
20. Contributory
Negligence/Irregular Recovery imposed on SBCO staff:
The
duties of SBCO staff are well defined in Manual for SB Control, Pairing &
ICO Procedure. Accordingly the SBCO staff are exercising the decentralized
Audit & Accounts duties and their work actually start after accounting of
the transactions. Therefore , penalizing the SBCO employee by imposing recovery
of loss irrationally for frauds committed in the Savings Schemes in Sub Offices
/ Branch Offices is contrary to statutory Rules.The SBCO staff is not directly
related to any type of monetary transaction and accordingly they should not be
imposed as offender/co-offender in misappropriation cases.It is learnt that
under Rule 11 (iii) of CCS (CCA)Rules 1965 the penalty of recovery can be
imposed on a Govt. servant is directly responsible for the act of negligence or
breach of orders causing the financial
loss and accordingly the SBCO staff should not be held responsible for any type
of recovery in misappropriation cases,
so that the SBCO staff be exempted from contributory negligence as they are not
directly involved in any monetary transactions.
21. Filling
up the vacant posts in SBCO:
The
SBCO is facing acute shortage of staff in all the Circles and the G/S has
addressed a detailed reference on 12.3.16 to the Secretary (Posts) which is
unattended to.After role out of CBS hundred percent vouchers checking and other
CBS works have been assigned to SBCO subject to there should not be more than
2-3 days pendency, but it is impossible to carry out the work in under staffed
situation. The checking of NSCs & KVPs vouchers have also been deployed to
SBCO in these situations are unmanageable without staff.That a special drive
for recruitment of SBCO staff may be launched to make good the shortage of
staff in SBCO as early as possible to avoid the pendency because about 50% to 60%
posts of PA(SBCO) are lying vacant in all the Circles of the Department.
The resolutions were passed
unanimously by the house and it is requested to take appropriate action at
Circle level and the issues related to All India level may kindly be
escalated to the
Directorate for necessary
action.

Counting of pre-appointment induction training period as regular service for
the purpose of grant of MACP promotion.
Ref:
Arising
In
connection with the above subject, Our Association wishes to bring the
following few items to the kind notice
and favourable orders of CPMG please.
1. At the time of issue of initial
orders on implementation of MACPS by the Department of Posts vide OM dt
18.09.2009, it was mentioned in para no. 9 at Page 6 of the said OM that
“Service rendered on adhoc/contract basis before regular appointment or
pre-appointment training shall not be taken in to reckoning “ As such the word “or”
mentioned before the words ‘pre-appointment training’ has prevented considering
period of pre-appointment training for the purpose of granting financial
up-gradations under MACPS.
2. A corrigendum order dated
23.06.2016 was issued by the Department of Posts replacing the sentence
“Service rendered on adhoc/contract basis before regular appointment or
pre-appointment training shall not be taken in to reckoning “ with the sentence
“Service rendered on adhoc/contract basis before regular appointment on pre-appointment
training shall not be taken in to reckoning “. Consequent on replacing the word
“or” with “on” the orders issued on MACPS vide OM dated 18.09.2009 and
corrigendum thereon dated 23.06.2016 have removed the explicit directions of
not to count pre-appointing training for MACPS. (ie) the orders issued on MACPS
now are not preventing to consider pre-appointment training for the purpose of
granting financial up-gradation under MACPS.
3. Also, it is pertinent to
mention that as per GOI, DoP&T OM no. 16/16/89-Estt (Pay –I) dated
22.10.1990 and OM no. 16/16/92-Estt (Pay II ) dated 31.03.1992 related to
Direct Recruits who are compulsorily required to undergo training before taking
up Govt. employment whether on remuneration of stipend or
otherwise is treated as duty for the purpose of drawing “increments”.
4. Keeping in view of these
provisions, orders were issued by the GOI, Ministry of Communications & IT,
Department of Posts (SPB-II section) vide order no. 44-47/1998-SPB II dt
03.08.2000, 27.07.2001 and 05.05.2004 to
the effect that the period of induction training will also be counted for
benefit of promotion under the TBOP / BCR schemes if such training period were
counted for increment in that scale and recently orders were issue by the GOI,
Ministry of communications & IT, Department of Posts (SPB-II section) vide
order no. 44-2/2011-SPB-II dt 05.05.2016 extending the benefit of counting of
induction training period for the purpose of qualifying service under TBOP /BCR
scheme in respect of Postal Assistant / Sorting assistant ( Direct Recruits
only ) who underwent training prior to 01.01.1986 as one time measure.
Considering the same analogy, counting of induction training period for
granting of promotion under MACPS needs to be adopted as the promotions under
MACPS are also treated as financial up-gradations only like TBOP /BCR.
5. Since the TBOP /BCR schemes
which were in existence up to 31.08.2008 (ie) prior the date of implementation
of MACPS and MACPS are considered as financial up-gradation, the period of
induction training shall be counted for the purpose of granting MACPS. In this
regard, kind notice is invited to the CPMG, Andrapradhesh memo no.
ST/PA/dlgs/2016 dated at Hyderabad 500 001, the 24.09.2016 wherein it is clarified that the period of induction
training is part of the process / formality to be completed prior to
appointment and appointment orders are to be issued only on completion of
training period.
6. In view of the above, our
association strongly believes that the following SBCO officials are eligible
for incorporating the period of induction training for the purpose of
considering grant of MACPS to them from the date of commencement of their
induction training.

We Citizens of India are bound to
abide by the Honorable Prime Minister’s declaring of the 21 days total Lock down throughout the country. In
almost all the states the Lock down is strictly adhered, due to which all the
public transports have been stopped. The
Police authorities are also following very strict rules not to allow any public
movement in their own vehicles and even doing lathi charges in many places. As
cited in the reference No.3 it is clearly mentioned that the Circle/Regional
heads may decide about opening of Post Offices/Mail offices/NSHs/ICHs/Parcel
Hubs/TMOs keeping in view the availability of staff and the instructions of
Central/State governments/Local authorities/local situation. As cited in the
reference No. 4 mentioned above, instructions were given from the Department of
Posts that minimum staff will be deployed in the Post Offices, which will
ensure the basic Postal services to the public.
But the ground reality
is that due to the shutdown of the total public transports, the movement of the
employees is not possible to attend the office. Every employee is bound to save
his family members right from the small kids to the old aged parents due to
which he cannot attend office at the cost of his beloved ones. Above all
50-60% employees are women whose social
security should be safeguarded at this critical juncture. SBCO staff usually are posted from H.O to
H.O which are placed far away and their residences are also not nearby their
work place. The spread of COVID -19 is
increasing day by day and the death rate too is moving up rapidly. In this situation
, SBCO staff and their families are in a
very much confused state as how to attend office without any public
transport. They also cannot use their
own vehicle as their residences are not nearby as mentioned above and also due
to the pressure of the local police authorities. SBCO works as a back office
for the POSB transactions. Moreover the services being rendered by SBCO staff
in no way contributes in providing essential Postal Services as there is no
direct communication with the valuable customers.
Considering the above
facts and details on behalf of the AIPSBCOEA, it is kindly
requested to excuse/exempt the SBCO staff from attending office till the
lockdown is revoked and the public transport is normalized which will further
contribute in maintaining social distancing which is the need of the hour to
combat the COVID-19 virus as responsible citizens of India. We assure that SBCO
staff will work extra hours after April 14th 2020 to complete the
works which arises during this lock down period.

Now that the lockdown is further extended by both the
Central Government up to 03.05.2020 and
by the State Government up to 30.4.2020,
it is kindly requested that the staff of
SBCO may be exempted from attending office during the extended lockdown period too as there will be no mode of transport during
the period. We assure that SBCO staff will work extra hours after the lockdown
period gets over and complete the work which arises during this lock down period .
