Resolutions passed in the 6th CWC at Udumalpet

Dear friends,

Vanakkam. The 6th Circle Working Committee meeting held on 10.12.16 at Udumalpet have passed the following resolutions unanimously.

6th CIRCLE WORKING COMMITTEE MEETING of ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION, TAMILNADU CIRCLE

Date : 10.12.2016 Saturday 

VENUE: Annavasal Hotels, Anna nagar, Dhali Road, Udumalpet.

RESOLUTIONS PASSED BY THE CIRCLE WORKING COMMITTEE MEETING

PART I
1.      Our AIPSBCOEA deeply mourns the sudden demise of our Hon’ble Chief Minister Ms. J Jayalalitha. 
PART II
1.                  To stop victimization of SBCO staff for the frauds committed by  others

2.                  To order revoking of suspension of innocent SBCO official in Karaikudi HO.
                  SBCO is no way connected with the SB frauds at Karaikudi HO and AE  
                   college SO under Karaikudi HO.

3.                  Revised Time factor for each and every work of SBCO in the CBS scenario & issuing new control procedure
4.         Based on the time factor, new augmentation of SBCO cadre should be done
5.         All vacant posts are to be filled up
6.         To speed up the process of cadre re-structure
7.         Changing the Administrative control of SBCO staff to DPS ( Being DPS is the   
                   appointing authority )with the sub-ordinate control of AO ICO (SB)

      8.         Transfer of SBCO officials belonging to other states to their native Circle
      9.         Transfer liability within a Division
    10.        Modifying transfer and placement committee structure for SBCO cadre by                 
                  making AOICO(SB) as Chairman of  the committee instead of Executive
                  officers.


 11.      All supervisory posts should be filled from the eligible officials / willing
            officials.

12.       Fast track examination for LSG supervisory post.

13.      As SBCO staff are allotted with particular set of offices for control works and the    
           same is reflected in Nominal roll, responsibility rests with the officials concerned                      
           for the offices allotted to him / her. Hence there is no need for signing all the  
           vouchers. The direction for signing all the vouchers by SBCO PA shall be
          discontinued as it is a time consuming process.

14.       Right from SB order 14/2015, various orders issued by Directorate necessitates  
            the multifold importance of SBCO work and providing adequate manpower to
            SBCO for completing their day to day work. In the latest SB order 5/2016 also, it
            is again re-iterated by DTE mentioning that voucher checking work should not   
            be pending for more than 2-3 days. In order to facilitate this, it is requested to
            issue suitable directions to all concerned to provide manpower to all SBCO units
            in the Circle atleast to the sanctioned strength of each unit. Also, it is to be
            monitored by the Circle office.

15.       To arrange on the spot training to all SBCO officials on CBS

16.       Supply of new computer systems to all SBCO Units in 1 : 1 ratio since SBCO  work is based on computer systems in CBS scenario. 

17.       Reducing the preservation period of Vouchers to one year as the vouchers are
            checked within 3 days of transaction and in the Finacle, there is no chance of    
            modifying the transactions once carried out.

18.       SB refresher course shall be arranged to all SBCO officials since SB rulings are
            going on changing and new schemes introduced

19.       In accordance with DTE instructions, period of training shall be taken in to for
            the purpose of calculating total service for MACP

20.       Separate fund is allotted to SBCO every year. It is requested to intimate the fund
            allocated to each SBCO units by the Divisions so that  SBCO units shall plan 
            their requirement on priority basis.


Our Association appreciates all CWC members and special invitees to the CWC for having healthy and elaborate  discussion on various issues, draft resolutions and  passed the Resolutions unanimously.
