Providing adequate manpower to SBCO units in Southern Region

Sub: Providing adequate manpower to SBCO units in Southern Region – reg.
Our Union wishes to put forth the following few lines to the kind notice of the honourable PMG.
Our Union comprehends the actual fact of acute shortage of staff in SBCO cadre, especially in Southern Region but at the same time wishes to point out that the SBCO units running Single handedly need to be given immediate attention and set right. The position of such offices in Southern Region is given below for ready reference.

 As only one SBCO official is working in these offices, the functions of SBCO including voucher checking could not be carried out effectively on day to day basis especially in the present scenario after issuance of SB order 14/2015 and addendums there on. 
Also it is pertinent to mention here that barring some units, all other SBCO units are running with acute shortage of staff without providing adequate manpower.
As per SB order 05/2016 issued regarding action to be taken for the smooth functioning of POSB operations and prevention of frauds in CBS offices,  it is the responsibility of Divisional Head to ensure providing adequate manpower to SBCO so that voucher checking should not be in arrears for more than 2-3 days. Instead of providing adequate manpower to SBCO units, Divisional administrations tend to use other ways including not sanctioning leave of any kind to SBCO officials if applied for and compel SBCO staff to carry out the works of vacant seats also.
At the same time, if any type of misappropriation committed by other officials unearthed, Divisional administration immediately rushes to SBCO and made SBCO staff scapegoats by ordering to remit sizable amount or recovery from Pay and allowances under contributory negligence on the plea of not carrying out the works satisfactorily even before identifying the Primary offender and/ or without taking any efforts to recover the defrauded amount from the  offender or from dependents of Primary & Co-offenders. 
Our union fervently requests the PMG to kindly consider this vital issue and cause issue of suitable orders to all Divisional Heads to ensure providing adequate manpower to SBCO units without any disturbance and at least to the sanctioned strength of each unit in accordance with the orders contained in SB order 05/2016.
