N O T I C E

In pursuance of articles 30 of the Constitution of All India Postal SBCO Employees Association, notice is hereby issued for convening 4^th  CIRCLE CONFERENCE of the Association. The meeting will be held at “Happy Mini Hall”, Vadapalani,( Near Sivan Koil) Chennai 600 026 on 10^th and 11^th November 2017 and will commence at 10.30 AM.  The following items will be discussed in the meeting.

1.         Confirmation of the proceedings of the third circle conference held at Erode

2.         Consideration of and adoption of Biennial report.

3.         Consideration and adoption of the Audited Accounts up to March 2017

4.         Organizational Review

(i) Review of the present membership and evolving strategies for improvement

(ii) JCM Departmental council – SBCO subjects

5.         Contributory negligence cases imposed on Staff of SBCO.

6.         Review on functioning of SBCO & POSB operations after implementation of CBS and roll out of CSI

7.         Need for issuance of revised control procedure for SBCO operations incorporating all  SB orders and arising out of implementation of CBS

8.         Proposal of Centralizing SBCO at Regional level in the changing environment after implementation of CBS and CSI

9.         Change of total Administrative control of SBCO staff and powers of writing APARs of   SBCO staff to Regional Director of Postal  Services with subordinate control of  

Accounts officer ICO (SB) after implementation of CBS and CSI

10.       Anomalies on implementation of 7^th Pay Commission report

11.       Shortage of staff in SBCO and increase in work load after implementation of CBS

12.       Change of commencement of DCCS taking in to consideration the pre-appointment induction training period as regular service to the eligible SBCO employees

13.       Fixing date of second financial up gradation (BCR & MACP II) of SBCO officials at  par with their Juniors as per the orders of Hon’ble Supreme Court of India

14.        Resolutions.

15.       Election of Office bearers.

16.       Election of  Delegates to All India conference.

17.       Appointment of Auditor &
