The following items were discussed:
Pending Subjects:
Subject No. 1 (02/11/16):
Request considering and issuance of orders in r/o pending cases of re-allotment, mutual and on compassionate grounds.
Reply:
Cases will be decided based on the merits of each case, overall shortage and fresh recruitments transfers will be issued. General instructions will be issued regarding confirmation of Officials.

Subject No. 2 (03/11/16):
Request to take appropriate action to enable user ids in Finacle to Divisional, Regional and Circle level to generate reports required at that level instead of insisting on SBCO.
Reply:
There is provision for generating report at various levels and user id given to Divisional, Regional and Circle level.
Even at Directorate level the booked figures supplied by GM (PA & F), which is based on booked figures of SBCO extracts are only accepted. Finacle figures will be taken after necessary modifications regarding silent accounts are incorporated in software.

New Subjects:
Subject No. 1:
Vide DG Post lr no. 2-2/79-SB (Pt) dt 18.04.1985, AO ICO (SB) is to furnish comments on technical performance of staff in SBCO of HOs to the Divisional Head /Senior Postmaster before they write APARs. Request to issue suitable directions to AOICO (SB) and Divisional Heads in this regard.
Reply:
Suitable instructions were issued to Regions.

Subject No. 2:
Request to issue early orders for change of commencement of DCCS taking in to consideration the pre-appointment induction training period as regular service to the eligible SBCO employees.
Reply:
The GM (PA & F) has intimated that pre-appointment training can be taken in to account for granting MACP. However he suggested that Directorate may be addressed for further clarification as earlier clarification was given by Directorate as CIFA is not the authority to clarify.
Subject No. 3:
Request to issue orders to implement Judgment of Hon’ble Supreme court of India on OA no. 2 , 3, 4/2016 in SLP no. 35654/2015 where in it is ordered extending the benefit arising out of the judgment to all similarly situated employees within a period of 12 weeks. (ie) fixing date of second financial up gradation (BCR & MACP II) at par with their Juniors.
Reply:
Directorate has called for financial implications. The same has been furnished. Further directions from Directorate are awaited.
