Dear Friends,
Vanakkam.
The 5th Circle Working Committee meeting of our
Association was held at Madurai on 25.06.2016 Saturday. All the delegates had
participated in the meeting and deliberated their views. The following
resolutions were passed unanimously:
v
Victimization of SBCO staff
still continues in CBS environment. Without resolving the issues in CBS and
proper orders to SBCO on the working procedure in CBS, penalizing SBCO
officials is illegal and against natural justice.
v
SBCO staff should not be held
responsible for the fraudulent activities by others in offices / agents.
v
As CBS is implemented and
SBCO work has completely changed, working out of revised time factor for each
and every work of SBCO is mandatory.
v
Based on the time factor,
augmentation of posts of all cadres should be taken up. Till such time all the
existing vacant posts should be filled up immediately.
v
Amalgamating all SB orders
issued so far and defined control procedure, a new set of control procedure may
be evolved to work in CBS and communicated without any delay.
v
Changing the administrative
control of SBCO staff as DPS (Being DPS is the appointing authority) with the cadre
control as AO ICO (SB).
v
To take steps to reduce the
preservation period of vouchers to one year.
v
To create Record Keeper
post in the cadre of MTS exclusively for SBCO branch.
v
Officials belonging to Other
States working in Tamilnadu Circle are seeking re-allotment to their home
circles and such cases may be taken up with Directorate for early orders.
v
As per SB order 5/2016
dt.21.06.2016 efforts should be made to incorporate Mobile Number and Aadhar Number
in CIF ID of the depositor. If it is ordered that subsequent direct deposits in
RD, PPF and SSA to be made auto transfer from SB account, Interest Withdrawal
in respect of MIS, SCSS, TDs to be made auto transfer to SB account and SMS
alert to customer for every transaction is ensured, fraudulent activities will
be substantially reduced.
v
In continuation of withdrawal
of orders regarding sending of closed pass books to SBCO and balance verification
in case of issue of duplicate pass book, maintenance of Voucher Checking and
Test Check Registers in SBCO may be discontinued.
v
As each SBCO official is
allotted with particular set of offices for control works and the same is
reflected in Nominal roll, responsibility rests with the officials concerned
for checking of vouchers of offices allotted to him/her. Hence there is no need
for signing the vouchers and so the directions in this regard may be withdrawn.
In
addition to the above resolutions, the following resolutions concerned with
Tamilnadu Circle were passed:
ü
To order revoking of
suspension of innocent SBCO official in Karaikudi HO. SBCO is no way connected
with SB frauds at Karaikudi HO and AE College SO under Karaikudi HO.
ü
Right from SB Order 14/2015
issued during Ocotber, 2015 to latest SB Order 5/2016 dt.21.06.2016 various
orders issued by the Directorate indicating the necessity of the multifold
importance of SBCO work and hence orders issued to provide adequate man power
to SBCO for completing day-to-day work. In the latest order 5/2016 also, it is
directed that voucher checking work should not be pending for more than 2-3
days and it is the responsibility of Divisional Head to provide adequate man
power to keep the work up-to-date always. It is requested to order providing
man power to SBCO atleast to the sanctioned strength of each unit and to
monitor the same by Circle Office.
ü
SBCO officials joined
during the year 2015 are yet to be given induction training. It is requested to
arrange for the same.
ü
All SBCO staff shall be
imparted on the spot training to work in CBS at the earliest.
ü
The time old systems
provided to SBCO units are not commensurate with the latest CBS Finacle
Software. It is requested to replace all such systems immediately.
ü
SBCO officials should not be engaged for any
work other than SBCO as per existing Directorate orders.
The meeting requested the Chief PMG, Tamilnadu
Circle to consider the issues favourably for issuance of appropriate orders.
Otherwise this Association is constrained to inform that we will go into
struggle as already decided as below:
Ø
Post Card Campaigning.
Ø
Wearing of Black Badges
during office hours.
Ø
Any other agitation programmes
in consultation with Central Head Quarters of our Association.
This meeting requested the Circle Secretary Shri. M
P P Karthikeyan to bring these resolutions in the Central Working Committee
Meeting to be held on 3rd and 4th July, 2016 at Ujjain, Madhya Pradesh.
This meeting appeal to all officials of SBCO Cadre
to participate in the ensuing indefinite strike from 11th July, 2016 in
connection with 7th Pay Commission issues and our demands and make it a grand
success.
