 Dear Comrades,

 After the grand success of the Vth Circle Conference of AIPSBCOEA Tamilnadu Circle which was held on 27th & 28th December 2019, at Annadhana Samajam, No.1, Butterworth Road, Trichy-620 002 many changes have taken place altogether.

The years 2020 & 2021 has meant a lot of different things to different people but a sense of loss has almost been the dominant feeling of 2020 & 2021, exacerbated by the inability to meet and share each other’s grief in these tough times. We lost many political leaders in 2020 & 2021. While some of the notable figures died due to COVID-19, others lost their lives to other illnesses and other health issues.

The Central Government has left no stones unturned against the Central Government Employees & Workers by taking advantage of the Pandemic Spread.

This is a crucial time to examine the developments objectively and to decide the future course of action for the betterment of SBCO officials/AIPSBCOEA. We have learnt many lessons from our movements and agitational programmes launched by NFPE & CCGEW in the interest of Central Govt. Employees & Workers.

At this juncture, it is Proposed by the Confederation of Central Government Employees & Workers and NFPE to go on two days Nationwide strike on 28.03.2022 and 29.03.2022. The charter of demands placed on behalf of NFPE is as below:


CHARTER OF DEMANDS

1.    Scrap New Pension Scheme and restore Old Pension Scheme. Grant compensation for no deposit or delayed deposit of contribution under NPS.

 

2.      Stop privatization move and opening of Franchisee outlets and withdraw Dak Mitra Scheme.

 

3.  Withdraw orders of putting restriction for holding two terms in union and implementation of Rule 15(i)(c) of CCS (Conduct) Rules – 1964. Stop attack on unions.

 

4.      Ensure consistent and fast NSP-1 connectivity to all offices, supported by adequate NSP-2 backup. Enhance capacity of Finacle Server. Ensure convenient availability of SAP and Employees.

 

5.      Membership verification for GDS and grant of limited Trade Union facilities to the AIPE Union –GDS at par with BPEF Unions. Implement remaining recommendations of Shri Kamlesh Chandra Committee for GDS particularly ACP, promotion and Medical Insurance. Workload norms for BPMs and ABPMs must be reviewed. Withdraw Directorate orders for not taking the issue of GDS by Federations.

 

6.      Stop Nodal Delivery Centres for Delivery of Parcels and Central Delivery Centres delivery of Speed Post Letters.

 7.   Settle all Covid related issues. Grant Special leave for Covid treatment to all    employees including GDS. Regularize absence due to lockdown as work from home   as per direction of DOPT. Include Postal and GDS employees in priority list for   Vaccination. Grant compensation Rs. Ten Lakh to the family of deceased employee    due to Covid. Grant of Compulsory Compassionate appointment to one ward of the   

deceased employee due to Covid-19.

  8.   Fill up all vacant posts in all cadres including HSG-II/HSG-I posts by relaxing the   norms. Allow HSG-I RMS officials to take part in PSS Group ‘B’ and AAO Exam. Fill up  vacant posts of Canteen Staff. Recruitment should be made by the Department of   Post instead of SSC. Grant of Special Allowance to PO & RMS Accountants.

 9.    Payment of DA/DR arrears for 18th months withheld period and grant notional benefit for pensionary payments for the officials who retired during this period.

 

10. Settle the issues of denial of increment after 180 days as on 1st July to the officials who opted the fixation on promotions /financial upgradation. 180 days may be treated as 6 months.

 

11.   Implement Cadre restructuring in all left out Categories in Department of Post.

 

12.   Stop harassment of officials in the name of unscientific business targets, Login, Maha login days for IPPB and other business related works and compelling the officials to work on Sunday and Holidays for melas etc.

 

13.   Withdraw Rule 265 of Postal Manual Volume IV regarding yearly examination in sorting for granting annual increment for SAs in RMS.

 

14.   Resume all transit sections of RMS whenever the trains start operation. Allow minimum 50 seats in all sections and two doors for mail exchange and Discontinue RTN (Road Transport Network).

 

15.   Stop merger and closure of L-2 Mail offices. Strengthen L-2 offices by introduction Parcel Hub and Speed Post Centers. Fix norms for work-in CRC.

 

16.   Conduct physical meetings of all types regularly at all levels.

 

17.   Stop Downsizing & Decentralization of Postal Accounts. Repatriate all officials who have been transferred to PAO Vijayawada against their option. SCF quota to Sr. Accountant for promotion in AAO Cadre. Allow Postal Accounts officials in PSS Group ‘B’ Exam.

 

18.   Stop harassment of SBCO officials in the name of contributory negligence factor. SBCO should be brought under control of DA(P) / GM(Finance) with change in nomenclature.

 

19.   Maintain separate Identity of all Cadres i.e. PA CO/PA SBCO etc.

 

20.   Absorb Part-time, Full time Casual labourers against MTS and GDS vacancies.

 

21.   Upgradation of APAR as onetime measure.

 

22.   Five Days week in Postal, RMS & MMS offices.

 Remember, all our existing benefits & rights are achieved through struggles and        sacrifices only. It is our duty to register our dissatisfaction against NPS and Privatisation of Government sectors and many other anti-workers policies of the Government. If we are to retire as Government servants, it is our responsibility to participate in the 2 days strike on 28.03.2022 & 29.03.2022.

 The 6th Circle Conference of our All India Postal SBCO Employees Association is proposed to be held at Madurai on 24.06.2022 and 25.06.2022 (Friday & Saturday) at Sri. Chockanathar Thirumana Mandabam, 397, Vadakku Maasi Veedhi, Madurai – 625 001. The venue is only 300 metres away from the Madurai Railway junction and Periyar bus stand. Hope all of us would make ourselves convenient not only to attend the conference in large numbers and make it a grand success but also to share our opinions and suggestions for the betterment of SBCO cadre and its officials to progress towards the right path for the bright future.

LETTER TO DPS SR for implementing the Circle office order for work from home for the lock down period from 01.04.2020 to 14.04.2020 to SBCO officials of Kovilpatti Division:

Reference:- Circle office memo No.2-101/2020/ICO (SB) DATED 31.03.2020.

 Respected Sir,

                    On behalf of AIPSBCOEA TN Circle, it is brought to the kind notice of the Director of Postal Services regarding non grant of work from home to the SBCO officials of Kovilpatti division vide the Circle office orders mentioned in the reference above.

                    In the Circle Office order, it was clearly mentioned that the period from 01.04.2020 to 14.04.2020 will be treated as work from home for the SBCO officials due to the Pandemic spread as requested by the Circle Secretary of AIPSBCOEA in the meeting held on 31.03.2020. An agreement was made between the Association and the Administration to complete the work at SBCO units within the stipulated period. All the divisions have followed the Circle office orders and granted work from home to the SBCO officials except for the kovilpatti division where instead of treating the period as duty i.e work from home, the same has been deducted in the Earn leave of the officials. The reply given by the Divisional Head for the Bimonthly meeting subject regarding obtaining prior permission is against the nature of justice. This is because the officials were not in a position to send letters or come in person to obtain permission. But they have passed the message over phone or mailed to Divisional office w.r.t non availability of mode of transport and their inability to attend office. In the light of the above facts and taking into account the pathetic situation of the officials at that time, the absence of the SBCO officials of kovilpatti division may be treated as duty/work from home vide the Circle Office orders.

            The details of SBCO officials are as below:

  1. C R Vijayalakshmi- Then LSG Supervisor SBCO Tenkasi HO, now working as HSG II Supervisor SBCO Tambaram HO.
  2. S. Lakshmanan- PA SBCO Tenkasi HO.
  3. Subashree- Then PA SBCO Tenkasi HO, now working as PA SBCO, Thanjavur HO.
  4. Jayabala Krishna murthy-PA SBCO sankaran koil HO.
  5. Kaliswari-PA SBCO Kovilpatti HO.
  6. Dhinesh Baskar- Then PA SBCO Kovilpatti HO, now PA SBCO Thoothukudi HO, working on Deputation at Tiruchendur HO.

             Hence, it is requested that the respected Director of Postal Services may kindly intervene and cause issuance of orders to treat the period from 01.04.2020 to 14.04.2020 as work from home for all the officials concerned.

 6th CIRCLE CONFERENCE TO BE HELD AT MADURAI:-

Comrades, it is proposed to conduct our AIPSBCOEA 6th Circle Conference at Madurai on 24.06.2022 and 25.06.2022 (Friday and Saturday) at No. 397, Sri. Chockanathar Thirumana Mandabam, Vadakku Maasi Veedhi, Madurai- 625 001. The venue is just 300 metres away from the Railway junction and Periyar Bus stand. Hope all of us would make ourselves convenient to attend the Conference and make it a grand success.
 
 

GIST OF THE MEETING HELD ON 15.03.2022:-

 

A meeting was held on 15.03.2022 at Directorate regarding the revised Recruitment Rules on the PA/SA Cadres. The percentage of allotment for the Direct Recruits and LGOs through departmental Exams were discussed in detail. Now the allotment is 50%(DR)-50%(LGOs). On behalf of NFPE it was suggested for 40%(DR)-20%(LGOs)-20%(GDS), but department proposed 60%(DR)-40%(LGOs) in which 40% will include allotment to SBCO also in future as presently it is 100% through Direct Recruitment only for SBCO. Another meeting will be held soon, in which the status of PA SBCO/RO/CO and other issues will be discussed and the revised Recruitment Rules will be finalized.

 

 

LETTER TO DPS , SR regarding local arrangement in LSG/HSGII/HSGI Posts of SBCO:-

Sub:  Request issuance of orders making arrangement in LSG / HSG II / HSG I

         In SBCO cadre in Southern Region.

Ref: 1. CPMG, TN circle memo no. STA/76-Union/16 dated 23.09.2020 & 05.03.2021

        2. Our letter no. AIPSBCOEA/SR/02/2021 dated 29.01.21 to DPS, SR & 31.05.2021 

            to PMG SR.

             With reference to the Circle office memos cited at serial 1 above, instructions had been issued for making arrangements in selection grade posts in SBCO cadre, reiterating the same in CO letter of even no. dated 05.03.2021. Detailed guidelines were issued vide CO letter no. STA/2-81/2017 dated 07.11.2017 for making arrangements.

 In southern region, the issue was under process since October 2020 and orders yet to be issued making arrangements in the selection grade posts in SBCO stating that the official is not eligible for officiating arrangement as per recruitment rules.  But, it is pertinent to mention here that the arrangement for HSG II & HSG I Supervisory posts is to be made locally wherever necessary and required with the willing officials who have already got their MACP II/ MACP III as per the Circle Office orders mentioned above in the reference and moreover there is no financial implication if the arrangement is ordered as the willing officials are already getting MACP II / MACP III as the case may be. Also, it is learnt that out of the sanctioned strength of 1+4, only 0+1 is the working strength of kovilpatti HO. Hence one Shri. A. Kesavan LSG Supervisor Tiruchendur HO is willing to work as HSG II Supervisor Kovilpatti HO as kovilpatti is the native of the official, his spouse is working in the agriculture department for state Government in kovilpatti and two daughters studying school and college at kovilpatti.

  As per the Circle Office Order dated 23.9.2020 and 05.03.2021, the arrangements in LSG/HSG II/HSG I can be made wherever necessary and required. Hence, Kovilpatti running in acute shortage may be considered for the arrangement as per CO orders and the Supervisor post may be filled by posting the official Shri.A. Kesavan who is willing for the same, and will not claim any TA, TP or seniority for the said local arrangement.

 We kindly request the Director of Postal Services, Southern Region to intervene and issue orders for making arrangements in LSG/HSG II / HSG I in SBCO cadre, Southern region.

LETTER TO CPMG REGARDING PROVISION OF PA ASSISTANCE FOR VOUCHER POSTING IN SAP:-

               Ref    :  1. No. 74/SB Post CSI-FSI Issues/OTHR 2021-22 dated 02.07.2021 from O/o  

                                 the GM PA & F, Tamil Nadu Circle, Chennai-8.

                             2. SB/400-14/2020 Chennai 600 002 the 26.07.2021 from O/o the CPMG,

                                 Tamil Nadu Circle, Chennai-2.

                             3. SB/400-14/2021 Chennai 600 002 the 12.01.2022 from O/o the CPMG,

                                 Tamil Nadu Circle, Chennai-2.

                                  On behalf of the All India Postal SBCO Employees Association, it was brought to the kind notice of the Chief Postmaster General few points regarding the subject and the references cited above vide letter No. AIPSBCOEA/TN/Voucher Posting in SAP module/TN/2021 Dated 28.07.2021.

                          Directorate’s Order: With reference to the SB Order 4/2021 dated 08.03.2021, in para 6(ii)(a): “To Check the Manual corrections made for Finacle related figures in CSI Daily Account by Login in CSI-SAP and run the TCODE ZFSI_DOC_LOG for generating report for all CSI Facility IDs under their jurisdiction for previous working day on daily basis. If any entry is found made by the users other than system user viz. SAPFAOP, which can be checked by looking at User Name column of the report, document number of the concerned transaction entry may be noted. The noted document number shall be checked in CSI-SAP by running a T Code FBO3. In case of any such manual entry, it should be checked that whether appropriate sanction/order is enclosed for manual correction for the accounts. If it is not available, objections are to be raised and copy of Objection Register is to be sent to Postmaster concerned and Divisional Head.”

                     But vide the references 1 & 2 cited above, it has been mentioned that “Since GL integration has already been implemented w.e.f 16.10.2019, all SBCOs may be requested to carry out the checks mentioned in the SB Order no.04/2021 for the period from 16.10.2019 onwards. The transactions entered directly using F-02 may also be monitored on daily basis through T-code FAGLL03(segment OTHR).

             The instructions in the letters dated 2.7.2017 and 26.7.2021 issued by the GM PA& F and Circle Office are not in order. Because the SB Order 4/2021 was issued by the Directorate on 08.03.2021; and whichever orders issued the works mentioned in the orders is to be implemented from the date of issue of the order only. Hence the works mentioned in the SB Order 4/2021 is to be implemented from the date of issue i.e. 08.03.2021 only.

            The instructions issued to do the back dated work from 16.10.2019 is inhuman as this will only pave way for pendency in the voucher checking in all the SBCO units in the acute staff shortage situation in the SBCO units of almost all H.O.s except very few units. This type of orders for doing the 2 years of back dated work is not logical or practical in this scenario. Also all the reports may be very well fetched at the O/o the GM PA & F in this GL integrated atmosphere and the discrepancies wherever noticed may be sent to the corresponding Divisional Heads for verifying whether relevant sanction/approval orders are obtained by the APMs/SPMs for the manual corrections done for the period till 08.03.2021.

            Hence on behalf of the AIPSBCOEA, it is requested that the Honorable Chief Postmaster General may kindly look into the matter and issue orders to provide additional manpower to each and every SBCO unit throughout the circle evenly for doing the back dated work from 16.10.2019 which is not at all practical/possible to the SBCO officials in the staff shortage situation and allotment of many new works vide the SB Order 4/2021 dated 08.03.2021 (viz.  Checking manual corrections, Checking of Office accounts, Checking deleted and unverified transactions) in addition to 100% voucher checking as they are already striving hard to complete the day to day work. The staff of SBCO are ready to adhere to the orders of all the higher-ups to prevent any misappropriation, but practically doing the daily 100% voucher checking, checking of manual corrections, office accounts, unverified & deleted transactions etc is hectic. Although Directorate’s order is clear vide SBCO Order 14/2015 dated 19.10.2015 to provide PA assistance to all the SBCO units when the staff of SOSB branch was redeployed, PA assistance is not yet provided to SBCO except very few SBCO units. So, the back dated work from 16.10.2019 regarding voucher posting in SAP is possible only if additional PA assistance is provided to all the SBCO units throughout the Circle in a uniform manner. It is once again requested that the Honorable Chief Postmaster General may issue orders for attachment of PA assistance to all the SBCO units for the above mentioned work till completion of the back dates from 16.10.2019 till current date.
