HAPPY CHRISTMAS, NEW YEAR AND A TRADITIONAL PONGAL

Dear Comrades,                            

      On behalf of AIPSBCOEA, I wish all our comrades a very happy “Christmas”, “New year” and a very traditional, cultural and prosperous “Pongal” greetings.

       All comrades to follow the protocol of Corona Virus as now it has mutated itself to Omicron which is spreading very fast. Hence, it is requested to maintain social distancing, wear mask, wash your hands & sanitize often, vaccinate yourself immediately and take healthy green vegetables, fruits and nutrition which will boost our immunity power to safeguard ourselves from any type of Virus.

The National Situation is critical as the Central Govt. establishments are heading towards corporatization and privatization including the Department of Posts and the benefits which we were / are enjoying as the Central Govt. employees and workers are being snatched away one after another.The following acts of the government shows its unwavering commitment to neoliberalism.

·         Dismantling of public sector and all public services including Railways, Defence, Health and education.

·         Placing the entire economy and people, at the mercy of the “Market”.

·         Labour law amendments to impose flexible and servile conditions on workers to promote “East of Doing Business”.

·         Wiping out welfare measures totally.

·         Rural economy and agricultural sector in distress.

·         Slavish submission to imperialism, international finance and corporates- opening the floodgates of Foreign Direct Investments (FDI).

·         Strong ideological commitment to communal agenda.

·         Display of authoritarianism and extreme intolerance to slightest opposition, attacks on rationalists, subversion of constitution and parliamentary norms and processes.

The recent measures of the Central Government in hiking the petrol and gas prices show the hard days to come.

The NFPE Federal Executive Meeting was held at NFPE Office, North Avenue PO Building, New Delhi on 07th December-2021 from 11 AM. It was partially virual while partially physical.

Decisions:

1.      (a) NFPE will take part in Nationwide Strike finalized on 23-24 February 2022 with courage and determination. We want to surpass our all previous records.

        (b) Strike Notice will be issued on 21st January 2022. All Circle/Divisional Union will submit strike intimation on the same day, format of which will be displayed on website/sent by post as early as possible.

        (c)  FNPO will be sincerely consulted with to form Postal JCA. Same attempt should be there at Circle or Divisional level.

        (d)  Campaign material will be sent for effective campaign. This will be published in Website, Postal Crusader and other journals of affiliates. While in campaign in our own way we have to raise our issues, policies before the issues and also the anti-people, anti-employees and authoritarian role of the present govt.

        (e) All Circle/Divisional Unions will undertake vigorous campaign programme including Circle/Region level convention, General Body meetings, Demand Badge wearing programmes, office meetings, releasing posters, pamphlets etc. with aim to reach all employees irrespective of unions. Considering Corona situation right from Division to All India level, digital campaign in form of Webinar will be encouraged.

(f)    For campaign several groups will be formed with the all India leadership who will take care of the campaign of the Circles under them.

 

2.      National Strike Convention of NFPE will be held on 12h January 2022 (Sunday) at 11:00 AM at M. P. Club Auditorium, New Delhi. All Federal Executives of NFPE, All India office bearers of all the affiliates under NFPE, all Circle Secretaries under NFPE, including Mahila Committee members of the affiliates will attend the convention.

But now due to spreading of Omicron the Strike Convention is postponed.

 CHARTER OF DEMANDS

1.      Scrap New Pension Scheme and restore Old Pension Scheme. Grant compensation for no deposit or delayed deposit of contribution under NPS.

2.      Stop privatization move and opening of Franchisee outlets and withdraw DakMitra Scheme.

3.      Withdraw orders of putting restriction for holding two terms in union and implementation of Rule 15(i)(c) of CCS (Conduct) Rules – 1964. Stop attack on unions.

4.      Membership verification for GDS and grant of limited Trade Union facilities to the AIPE Union –GDS at par with BPEF Unions. Implement remaining recommendations of Shri Kamlesh Chandra Committee for GDS particularly ACP, promotion and Medical Insurance. Workload norms for BPMs and ABPMs must be reviewed. Withdraw Directorate orders for not taking the issue of GDS by Federations.

5.      Stop Nodal Delivery Centres for Delivery of Parcels and Central Delivery Centres delivery of Speed Post Letters.

6.            Settle all Covid related issues. Grant Special leave for Covid treatment to all employees including GDS. Regularize absence due to lockdown as work from home as per direction of DOPT. Include Postal and GDS employees in priority list for Vaccination. Grant compensation Rs. Ten Lakh to the family of deceased employee due to Covid. Grant of Compulsory Compassionate appointment to one ward of the deceased employee due to Covid-19.

7.      Fill up all vacant posts in all cadres including HSG-II/HSG-I posts by relaxing the norms. Allow HSG-I RMS officials to take part in PSS Group ‘B’ and AAO Exam. Fill up vacant posts of Canteen Staff. Recruitment should be made by the Department of Post instead of SSC. Grant of Special Allowance to PO & RMS Accountants.

8.            Payment of DA/DR arrears for 18th months withheld period and grant notional benefit for pensionary payments for the officials who retired during this period.

9.      Settle the issues of denial of increment after 180 days as on 1st July to the officials who opted the fixation on promotions /financial upgradation. 180 days may be treated as 6 months.

10.   Implement Cadre restructuring in all left out Categories in Department of Post.

11.   Stop harassment of officials in the name of unscientific business targets, Login, Maha login days for IPPB and other business related works and compelling the officials to work on Sunday and Holidays for melas etc.

12.   Withdraw Rule 265 of Postal Manual Volume IV regarding yearly examination in sorting forgranting annual increment for SAs in RMS.

13.   Resume all transit sections of RMS whenever the trains start operation. Allow minimum 50 seats in all sections and two doors for mail exchange and Discontinue RTN (Road Transport Network).

14.   Stop merger and closure of L-2 Mail offices. Strengthen L-2 offices by introduction Parcel Hub and Speed Post Centers. Fix norms for work-in CRC.

15.   Conduct physical meetings of all types regularly at all levels,

16.   Stop Decentralization of Postal Accounts. Repatriate all officials who have been transferred to PAO Vijayawada against their option. SCF quota to Sr. Accountant for promotion in AAO Cadre.

17.   Stop harassment of SBCO officials in the name of contributory negligence factor. SBCO should be brought under control of DA(P) / GM(Finance) with change in nomenclature.

18.   Maintain separate Identity of all Cadres i.e. PA CO/PA SBCO etc.

19.   Absorb Part-time, Full time Casual labourers against MTS and GDS vacancies.

20.   Upgradation of APAR as onetime measure.

            Remember, all our existing benefits & rights are achieved through struggles and  sacrifices only.

Due to the continuous stressing of AIPSBCOEA CHQ for not bringing the SBCO Officials for recovery under contributory negligence cases, discussing the same in all the federal executive meetings and placing under the charter of demands has succeeded in issuing the important order D.O. No. INV-17/18/2021-INV-DOP Dated 29.11.2021:-

 20 important resolutions were passed in the in the Federal Executive meeting held at Bangalore on 13.2.2021 including withdrawal of orders freezing DA & DR, Scrap NPS, Filling up of vacancies in all cadres of DOP, implement cadre restructuring for left out categories (SBCO, RMS, CO/RO), Stop harassment in the name of contributory negligence in SBCO and to bring SBCO under the control of GM PA & F etc.

 The Federal executive meeting held on 17.8.2021 chalked out 18 charter of demands in which the important demand of SBCO officials to stop harassment of SBCO officials in the name of contributory negligence factor was placed.

The AIPSBCOEA CHQ Letter No. Ref.AIPSBCOEA/CHQ/To Stop irregular recovery on SBCO staff/2021 Dt: 27.09.2021 the subject for which was Request to stop irregular recovery imposed on SBCO staff in the name of contributory negligence for petty irregularities.

This burning issue of SBCO officials was also discussed in the periodical meeting on 18.11.2021 at Directorate with the higher-ups to stop the irregular recovery imposed on the innocent officials as a whole under Contributory negligence for very simple omissions.

The All India conference of All India Postal SBCO Employees Association was held at Virugambakkam community Hall Chennai, Tamil Nadu Circle from 28.12.2021 to 30.12.2021. Our Circle took the pride of organizing the Conference in a very grand manner. All the reception committee members, Office bearers of TN Circle, Our Senior Comrades took more pain and strain to make our conference a memorable one. All distinguished All India leaders, Chief Guests, Circle secretaries of various circles, All India Office bearers, delegates participated in the conference and deliberated their valuable speeches and gave suggestions on the National situation, the role of NFPE, the role of our AIPSBCOEA, about the future of SBCO Cadre. Each and every one appreciated the arrangements of the conference including reception, accommodation, food, conference and the cultural programmes organized by our Circle AIPSBCOEA comrades. Altogether the Conference added another golden feather to the crown of AIPSBCOEA.

Once again a very big applause to the Reception committee headed by our Chairman Comrade M. R. Meenakshi Sundaram and each and every member for making our All India Conference a great success.

Important resolutions were drafted regarding the future of SBCO Cadre in the AIC and sent to all the higher ups for favourable orders.

The Circle Conference is due on March 2022 and is to be held in Southern Region (Madurai) the date for which will be intimated very soon. Hope all our Comrades will participate in large numbers and make our Circle Conference a grand success.

LETTER TO THE CPMG T.N CIRCLE FOR GRANT OF SPECIAL CL DUE TO THE HEAVY MONSOONAL RAINFALL AND WATER LOGGING:

          Subject: Request for grant of Special CL from 11.11.2021 to 13.11.2021…

                     On behalf of the All India Postal SBCO Employees Association, the situation regarding the heavy rainfall and water logging is brought to the kind notice of the Honorable Chief Postmaster General , Tamilnadu Circle.  As known to all for the last one week there is monsoonal rainfall throughout the circle . But the situation is worst now since yesterday night due to the crossing of the depression. Many regions including Chennai, Chengalpattu, Kanchipuram, Tiruvallur , Villupuram, Tiruvannamalai are given Red alert for today and cautioned for tomorrow too. Heavy rainfall is continuing in these regions, including the coastal (Cuddalore, Pondicherry, karaikkal, Nagapattinam, Thanjavur, Mayiladuthurai) , places near and around Coimbatore under western region and some of the southern regions (Thoothukudi, Tirunelveli, Madurai, Tenkasi, Kanniyakumari, Theni etc).

              In almost all the places mentioned above (Red alert areas) and others  , there is a worst situation of water logging and power cut due to which people are unable to come out of their houses or moved  to their relation’s houses leaving behind all their belongings to save their lives. Water logging is found in many of the post office premises throughout the circle also. The public transport facilities including buses  &  trains are very much reduced. The other sources of transport like autos, taxi and two wheelers are totally disrupted due to the water logging in the areas of heavy rain. 

            Because of the above reasons the officials are unable to attend office. Hence , on behalf of the AIPSBCOEA , it is requested that the respected Chief Postmaster General may kindly look into the matter personally and issue orders for special casual leave for the Postal employees of the circle including the SBCO officials, atleast from 11.11.2021 to 13.11.2021      or till the situation improves whichever is earlier , although the situation is bad from Sunday (7.11.2021) onwards and as per the weather forecast the rainfall to be continued further.  A positive order is expected immediately to safeguard the officials and inturn their families please.
