UNION CABINET DECIDED TO ENHANCE DA/DR OF CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS FROM 17% TO 28% FROM 1ST JULY 2021:
In view of the unprecedented situation which arose due to the COVID-19 pandemic, three additional installments of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners, which were due from 01.01.2020, 01.07.2020 and 01.01.2021, had been frozen.
Now, the Government has decided to increase the Dearness Allowance to Central Government employees and Dearness Relief to pensioners with effect from 01.07.2021 to 28% representing an increase of 11% over the existing rate of 17% of the Basic Pay/Pension. The increase reflects the additional instalments arising on 01.01.2020, 01.07.2020 and 01.01.2021. The rate of Dearness Allowance/Dearness Relief for the period 01.01.2020 to 30.06.2021 shall remain at 17%.

assistance/training to SBCO in Western Region…
On behalf of the All India Postal SBCO Employees Association, the issues faced by SBCO officials in western region are brought to the notice of the respected Postmaster General for the kind intervention and favorable orders.
1. Directorate has issued orders regarding role of SBCO in CBS environment through SB order 14/2015 and its various addendum. As per the revised procedures, SBCO officials are entrusted with 100 % checking of vouchers in Finacle. In section 5.2.2 (iii) of SB order 14/2015 and in section 4 (a) (iii), it was mentioned as “the application of withdrawal bears the signature of the depositor.” This procedure was followed by SBCO when the work was manual itself.
o But from Regional office Coimbatore vide letter no CBS/Post Roll out/VI dated 20.09.2018, SBCO officials were instructed to check the signature of depositors in Finacle through HACI menu. In connection to this we would like to submit the following points as per CBS Manual , SB order 9/2018 for your kind perusal.
o As per rule number 28 (1) (b) under scrutiny of SB-7 it was clearly mentioned that after making necessary check in SB 7, Counter PA should tally the signature with Finacle and should sign below the signature as token of verification of the same. Once counter PA has entered the transaction and written the Transaction ID on the voucher , it will be handed over to supervisor for amount more than Rs 5000 for verification. As per SB order 9/2018, supervisor also should tally the signature and he also should make an initial in the relevant place in the voucher.
o At this juncture asking SBCO officials to compare the signature of all the vouchers make the work redundant. For example if an office makes around 20 transactions in average and for a HO it will come around 1000 transaction in average. It is nothing but the work of counter PA and supervisor repeated again by the SBCO officials. In other words work of 30 plus officials are entrusted with two to three officials which is also against the Directorate’s orders.
o Hence our Association request our benign PMG to intervene and withdraw the instructions issued vide letter no CBS/Post Roll out/VI dated 20.09.2018.
2. In western region against the sanction strength of 91 PA SBCO, 32 are vacant. In the revised scenario of 100 % voucher checking and other works like checking of office accounts, checking of manual posting in CSI, checking the un verified and deleted transactions and others it is practically impossible to complete the day to day work with the available working strength. Hence our Association requests our PMG to consider this and provide assistance from general PAs to all the SBCO units with poor staff strength till the strength of the units improve.
3. As per SB order 4/2021 many new works such as checking of office accounts, verification of deleted/un verified transactions , manual transaction made in SAP have been added to SBCO. But SBCO officials were not given proper training in this regard. Necessary training may be given to all officials for smooth functioning of SBCO.
Hence our Association requests our benign Postmaster General to consider the above issues and withdraw the instructions issued vide letter no CBS/Post Roll out/VI dated 20.09.2018 which is against the Directorate’s orders, Provide assistance to SBCO and suitable training to all the SBCO officials to perform the duties assigned vide the SB Order 4/2021 dated 08.03.2021 in an efficient manner without any difficulties.

2. Directorate letter No.X-12/1/2019-SPN-II-Part(1) dated 19.5.2021.
The Guidelines for rotational transfers of Group-C, Group-B(Gazetted and Non-Gazetted) and Group-A(JTS and STS) officials/officers working in a Circle for the year 2021-22 was issued by Directorate vide reference 2 as above which is a very appreciable one during this Pandemic spread.
In the Guidelines under Sl no- II : Extension of one year shall be allowed to all those who have completed their post tenure of four(4) years on non-sensitive posts. Since the posts of SBCO officials are identified as Non-sensitive , obviously the condition briefed under Sl no –II is applicable to SBCO officials.
As per the Guidelines under Sl no-VIII : Transfers at own request and cost may be allowed. Some of the SBCO officials who are working in offices at very long distances from their home/residence have requested for transfer to the offices near their place of residence. Hence such cases of request transfers of officials working far away from their residence may kindly be considered sympathetically as per the Directorate orders dated 19.5.2021 as mentioned vide Sl no-VIII. This will enable the officials to work effectively with mental peace, avoiding double establishment, to be with their family members to give them moral support during the vigorous spread of the Covid -19 Pandemic spread.

With reference to the Circle office memos cited at serial 1 above, instructions had been issued for making arrangements in selection grade posts in SBCO cadre, reiterating the same in CO letter of even no. dated 05.03.2021. Detailed guide lines were issued vide CO letter no. STA/2-81/2017 dated 07.11.2017 for making arrangements. One subject was placed for discussion by our association in the Bimonthly meeting with PMG, Southern Region on 10.11.2020 and in the meeting minutes it had been recorded that willingness had been called for during the month of October 2020 and the issue is in progress.
In the meantime, for the same issue, Chennai city region has issued a posting order (copy enclosed). To the unfortunate, in southern region, the issue has been under process since October 2020 and orders yet to be issued making arrangements in the selection grade posts in SBCO. It is pertinent to mention here that there is no financial implication if the arrangement is ordered as the willing officials are already getting MACP II / MACP III as the case may be.
We kindly request the Postmaster General, Southern Region to intervene and issue orders for making arrangements in LSG/HSG II / HSG I in SBCO cadre, Southern region.

On behalf of the All India Postal SBCO Employees Association ,it is brought to the kind notice of the respected Postmaster General, that the second wave of Corona virus is very severe and is hitting the country with its full rage. This is an alarming stage that the number of Corona Positive cases are reaching about 3 lakhs throughout the country and more than 15,000 persons are affected by the corona virus per day in Tamil Nadu Circle. There is shortage of beds, ICU beds, Oxygen and ventilators in most of the hospitals throughout the state. As all the Central Government offices including our Post offices are open everywhere the officials are being called on duty . Despite all precautions being taken by the employees, most of them are being infected and are losing their precious lives who are the bread winners of their family.
As per the reference 1 to 3 cited above, guidelines have been issued for attendance of officers/staff at levels equivalent and below Under Secretary, in which the Heads of Departments (HODs) may also direct their officers/staff to attend office by drawing suitable Roster of 50% to further avoid crowding in offices/work spaces and maintain social distancing which is need of the hour.
Moreover the Honorable Chief Postmaster General , Tamilnadu Circle has also issued instructions to all the Regional Postmasters General to take decision at their level depending upon the situation prevailing & instructions issued by the Central/State/Local Government from time to time vide the reference 4 cited above. But in Central region, till now the Chief Postmaster’s Orders is not implemented in this critical situation. In most of the divisions officials are asked to attend office daily from 10 a.m to 4 p.m/5 p.m or 2 p.m instead of implementing roster. Bringing officials to duty daily will never save them from this pandemic , instead it is putting their lives to risk only. When all the other regions are implementing roster system to save the lives of the employees , it is very much shocking that in the Central region still it is not being implemented and our Association wants to know whether the lives of the Central region employees are not precious/important . Of course there is shortage of staff but it does not mean that the employees working may be sacrificed in the hands of the pandemic whose vigour is at its peak .
Now every day many of the Postal Employees are getting infected with this Corona virus and dying throughout the country. So, the employees are very much worried about their own lives and safety and everybody is much scary and fearful. In this circumstances, it was already requested to defer all the campaigns relating to IPPB, account opening & Aadhar enabled services at this crucial period where there is no guarantee to life and safe guard the welfare of the Postal employees and their family members. With very heavy heart our Association likes to register the pain and mental agony which the employees are facing by losing their relatives, family members, friends and colleagues due to this COVID 19 disease which is a threat to the total mankind. We hope the administration too will give respect to their feelings by implementing the 50% roster attendance in Central Region also.
Hence it is requested by the AIPSBCOEA , to kindly cause issuance of orders in the Region for all the Postal Employees including the SBCO officials, to implement the DOPT , DOP & CO orders mentioned in the references above to follow the 50% attendance , roster system instead of calling the officials to duty on daily basis by implementing different timings Please. Exemption may please be given to officials who are coming to office from containment zones, pregnant women & physically disabled persons as per the DOPT order dated 19.4.2021 & 3.5.2021. and DOP order dated 28.4.2021 as the situation is really worse and out of control to safeguard the Postal Employees and their family. SERVICE CAN BE DONE ONLY ON SURVIVAL OF ITS EMPLOYEES.
