SUGGESTIONS IN SUPPORT OF OUR CHARTER OF DEMANDS PUTFORTH AT DIRECTORATE

1.Incomplete Finacle software………………
Prior to implementation of CBS, SBCO is doing accounts and auditing works. (ie) preparing office wise register,agreement, sending due reports to GMPAF and Circle office, voucher checking etc., After implementation of CBS, SBCO is directed to do voucher checking work besides sending non-financial part of Statistics (Live accounts and transactions per month )   only.
User Id and Password to SBCO officials are given after a long period of implementation of CBS and we are not at all given proper training .  But for the frauds committed by the officials other than SBCO officials, penalizing SBCO officials is against natural justice and unwarranted.

2.General check of vouchers and voucher checking :
SBCO officials are directed to do 100%  general checking of vouchers in addition to the prescribed voucher checking in r/o all categories and ordered to put full signature in the vouchers. Every SBCO official is allotted with one seat work according to the Memo of distribution of work and according to it, works are carried out by the official. In such a case, signing the vouchers for carrying out the voucher checking work will not serve any purpose. Moreover the transaction once done in Finacle could not be changed by the operative side official – whether it is counter PA or  officials in Supervisory cadre.  Hence signing each voucher shall not be made mandatory.
Another instruction is to check the no. of vouchers attached in the voucher bundle. By this, SBCO officials are compelled to do a work which is ought to have been done by an official in Group D cadre. Individual transaction done is verified with respect to List of transaction generated in MIS server of Finacle with respect to the voucher and hence there is no need to check the no. of vouchers attached in the bundle.

3.MIS server not functioning properly – Supply of LOT requested :
We have to ask the normal speedy function of MIS server only.  Request for supply of hard copy of LOT will pave way  to keep the records up to the preservation period under our custody for which in almost all the units sufficient space for record room not provided. It is of high risk and our officials will be liable to be penalized in case of non keeping of records safely.
In the CBS environment, as the transactions once carried out could not be changed further / in future date, requesting for hard copy of LOT may be dispensed with.

4. Time factor for………………..
Fixing time factor for every work will be time consuming process  Instead of requesting for it, we may insist for filling up of all existing vacancies as for the present staff strength in every HO.

5.Illegal abolition of SO (SB) branch :
Since the issuance of SB order 05/2016 and addendum thereon, various works carried out by the then SO SB branch of HO is to continue with same type of works.  Moreover, revival of silent accounts are also entrusted with them. Hence there is no question of abolition of SO (SB) branch. DTE  itself reiterates the work to be performed by the operative officials.
 
We may demand preparation of consolidation of all categories by the SOSB branch of HO as already done instead of by SBCO.

6.Non-adeherence of DTE instructions ………………..
This is true that no assistance is provided to SBCO units in about 90% of the units. But at the same time, involving other officials in SBCO work, will hamper our claim for Audit status with distinct cadre. Instead, we shall claim filling up of all vacant posts as one time measure.

7.Change of nomen- clature of SBCO………………….

8. Auditors training to SBCO staff :
Yes. It is to be reiterated.       

 9. Cadre re-structure of SBCO :
With matching savings of PA SBCO, if it is considered, there will be more no. of supervisory posts but at the same time PA posts will be meager. SBCO cadre is considered as Circle Cadre and on promotion there is chance of disturbing the officials any where in the circle which will bring hardships to our officials.

Pl move cautiously and take steps accordingly after through consultation with senior comrades which will be beneficial to our cadre in long running future.

12.Restoration of powers of writing APARS………………
SBCO is a distinct cadre for whom DPS is the appointing authority after selection process at Circle level. We are doing voucher checking work and bring out the lapses of officials appointed by the Divisional Head by raising objections and expected to settle them at the earliest. Report on pending objections sent to DPS also after bringing out the same to Divisional Head.

Normally it disturbs the DH as it shows the officials appointed by him are not working properly. They tend to threaten SBCO officials in one way or other as there are having administrative powers on SBCO. No DH considers the views of AO ICO SB before writing the CR / APAR though Rules are clearly saying that before writing CR/APAR of SBCO officials, AO ICO SB should be consulted. Thus writing of APARs by DH is done prejudicially.

So, delinking administrative powers from DH with SBCO and restoring the same to the appointing authority (ie) DPS with sub-ordinate control of AO ICO SB will be the only solution to ensure proper writing of APARS on the performance of SBCO officials. Also SBCO officials will carry out their works according to the Rules prescribed without any fear.

13. Contributory negligence / Irregular recovery imposed on SBCO staff :
 SBCO is functioning as a distinct cadre and it is not at all supervising any work carried out by the operative officials in HO or SO or BO.  As per the rules and guidance on this subject, contributory negligence is to be booked on the officials who directly supervises the work in which there are chances for fraudulent activities. Also failure on the part of  supervisor who directly supervises the transaction leads to commitment of fraud either directly or otherwise is termed as subsidiary offender.

 In no way, SBCO official could be termed as supervisory authority and hence become subsidiary offender in any fraud case.  SBCO officials are liable to have percentage check only  over the transactions and could not be in a position to find out the frauds committed by the other officials.

There exists separate mechanism in DOP to have a close watch over the functioning of operative offices –PRI (P)s,  Inspector (posts ) , ASPOs etc., Their primary duty is to have a visit to operative offices / inspecting the functioning of operative offices very often and to ensure proper functioning of operative offices by all means.

 14. Provision in appearing for Aptitude test for serving in proposed IPPB :
We can wait for the terms under which IPPB is to function.  Whether IPPB is given full banking status and comes under the Govt. of India like DOP is not known yet.

15.Depriving SBCO staff from appearing AAO exams :
In a common thinging, We shall be allowed to appear for AAO exams. Even an official hailing from RMS wing who do not know any thing about SB operations is permitted to  appear for AAO exam and on successful passing he will be posted as the AAO (ICO SB) and have technical control over the functioning of SB and SBCO. This is a peculiarity DOP has. 

16. Inclusion of SBCO staff for appearing PS Group B exam :
Since  we areclaiming  a distinct cadre with audit status, this may not be insisted up on. 

17. After roll out  of CBS, the innocent SBCO staff suspended …………

18. A revised control procedure…………….
This is the need of the hour. Compiling orders, suggestions, directions  issued after CBS, a fresh control procedure may be prepared

19. Induction training :
This shall be pressurized. 

20.Replacement of old computer peripherals……….
This should be given as SBCO is fully dependent on Computer systems to work in the CBS scenario.

 21.Deprivation of Trade union facilities ………………
This shall be pressurized. 

22. Higher pay scale for higher responsibility posts (LSG, HSG II and HSG I )
This shall be pressurized.  Also wherever officiating arrangement is ordered, the official officiating in such post may be paid the  Entry  Pay and accordingly allowances fixed for that post. 

23.Transfer liability of SBCO staff :
The orders issued regarding transfer of SBCO officials within a Division as far as possible is to be implemented in letter and spirit. The transfer committee should consists of AO ICO SB as member –Chairman with an Executive officer in Regional office and dealing assistant as members.

24. Provision of full time MTS to each SBCO units:
As per the orders and Rules on the subject, SBCO is the custodian for the SB records including vouchers.  They are to be preserved under safe custody up to the completion of preservation period.  Vouchers are to be preserved for 5 years.  Hence to keep the vouchers under safe custody yearwise, and for other day to day works, one full time MTS is a must. Or other wise, Preservation period of vouchers may be reduced to 6 months or one year since as per SB order 14/2015, voucher checking work could not be pending over 3 days. Once checking is over and  transaction could not be altered in future, period of preservation of vouchers shall be reduced to 6 months or till the completion of inspection by AO ICO (SB) for the year.

25. Membership verification result awaited :

More and more SBCO officials are joining hands with us on understanding our functioning. Hence the result of membership verification may be pressurized.
