UNEQUAL PAY FIXATION IN THE FITMENT FACTOR - OUR GENERAL SECRETARY ADDRESSED

Vanakkam.

As all of you aware, various issues have been raised by our friends regarding Pay commission recommendations and Govt orders in this regard. An important issue of Unequal pay fixation in the Fitment factor of 2.57 is raised by our friends.

Our circle association has serious concern over the issue and we request our General Secretary to intervene  in this issue by bringing the matter to NJCM level. The letter addressed to our GS is furnished here

            Our Circle Association wants to bring the following issue to the kind notice of our General Secretary for necessary action with NJCM please.

            Though it is declared by the Govt that Fitment factor is 2.57 and apply for all the Employees, it differs in the actual fixation. Some of the cases with suitable illustrations are elaborated in the attached annexure.

Our Circle Association sincerely appeals to our General Secretary to take up the
issue with Directorate and do the needful at the earliest.

Detailed review ­ Unequal Pay Fixation of fitment factor and its outcome in 7
the  CPC report

 We have 33, 01, 536 employees working in the category Group A, B and C. 
 Group A(91,501), B(2,80,892), C(29,29,143) 89% are Group C employees. 
(3% in Group A, 9% in Group B, 89% in Group C)

 Our actual strength is 40,48,707. So Vacancy is 7,47,171. So 18% have vacancy post. 
Recommended  by  the  commission  on  different  levels  calculated  without  allowances 
approximately:

The Government has  accepted  the  Commission’s recommendations  on  Minimum Pay, 
Fitment  Factor,  Index  of  Rationalisation,  Pay  Matrices and  general  recommendations  on  pay 
without any material alteration with the   exceptions in  Defense Pay Matrix in  order to 
maintain parity in pay with Central Armed Police Forces, namely.

Pay  commission  recommended  these  table,  which  is  accepted  by  the  govt  without  any 
modification in the pay matrix table. 

Points taken from the Gazette Notification released on 26 July 2016: 

Refer Point no 4(2) With regard to fixation of pay of the employee in the new Pay Matrix as on 
1st day of January, 2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre­revised 
structure as on 31st day of December, 2015 shall be multiplied by a factor of 2.57. The figure so 
arrived at is to be located in the Level corresponding to employee’s Pay Band and Grade Pay or 
Pay Scale in the new Pay Matrix. If a Cell identical with the figure so arrived at is available in the 
appropriate Level, that Cell shall be the revised pay; otherwise the next higher cell in that Level 
shall be the revised pay of the employee.

Refer the Pay Fixation in revised Pay Structure:
Point No. 4: The fitment factor of 2.57 to be applied uniformly for all employees. (Para 5.1.27 of 
the Report): 
Point No. 7:  Pay of direct recruits  will start at the  minimum pay corresponding to  the  Level to 
which recruitment is made, which will be the first cell of each Level in the Matrix. (Para 5.1.32 of 
the Report)

Irregularities in pay matrix among different pay bands:

The pay in the applicable level in the Pay Matrix shall be the pay obtained by multiplying 
the  existing basic pay by a factor  of 2.57, rounded  off to  the  nearest rupee  and the  figure  so 
arrived  at  will  be  located  in  that  level  in  the  pay  Matrix  and  if  such  an  identical  figure 
corresponds to  any Cell in  the  applicable Level of the  Pay Matrix, the  same shall be the  pay, 
and if  no such Cell is  available in  the  applicable Level, the  pay shall be fixed  at the  immediate 
next higher Cell in that applicable Level of Pay Matrix. 

Note:  Government  disappointing  PB  1,  because  the  table  recommended  by  the 
commission is calculated with 2.57

Union already suggested to raise the uniform fitment factor. If Govt approves to 
give the common fitment factor greater than or equal to 2.7. Each level of the employees 
will be benefited. 

If the fitment factor of 2.7 is proposed to be applied uniformly for all 
employees, the calculation is as follows, 

(Matrix table should be nearly rounded off to multiple of 100) Like 17990 = 18000

Cabinet decision:
“The change in index and modification of pay matrix table is much needed 
because some bands are calculated with the index as 2.57. Please raise this issue 
as soon as possible, before getting our pay & arrears in the month of August.”
