Request to intervene to resolve the problems faced by the SBCO staff in our circ

In continuation of our letter cited in the reference above, Our Circle Association constrains to inform that we are forced to go for agitation as the working environment of SBCO staff is still not improving. As a first step we started Post card campaign on 21.07.2016 addressed to our CPMG.
We once again request our CPMG to personally intervene in the following issues.
1.Providing adequate man power to SBCO in all HOs :
Realizing the important work nature of SBCO, especially in the CBS scenario, Directorate in its orders issued from time to time reiterates providing adequate manpower to SBCO for assistance in physical voucher checking and shoulders responsibility with the Divisional Heads to ensure that voucher checking work should not be pending for more than 2-3 days.
In this juncture, we wish to inform that as per laid down procedures, one SBCO official has to check each and every voucher thoroughly – 10 digits of Account no.,  7 digits of Trans ID,  2 to 7 digits of amount, transaction date, value date noted in a voucher with respect to  LOT viewed from downloaded Finacle software. Also, the official has to check 16 aspectsduring  General check of a single voucher. It takesatleast4 to 5 minutes for complete checking of a single voucher.In addition, downloading of LOT from MIS server for all categories in r/o all offices also takes considerable time. 

 Though orders of Directorate are communicated down to Divisional level, the Divisional Heads do not incline to provide adequate manpower to SBCO units to keep the voucher checking work up to date without pending. Some instances are brought  to our notice that citing the orders, Divisional Heads now start restricting sanctioning of any kind of leave to SBCO officialsinstead of providing assistance.SBCO units, with acute shortage of staff in almost all the units, face much hardship to complete the daily task.
On the other hand, being Disciplinary authority, the Divisional Heads immediately fix responsibility on the SBCO officials in case of any fraud even notconsidering merit of the instant case and in some cases even before fixing Primary offenders and order recovery. Suspension of SBCO official in connection with Karaikudi HO SB fraud case is one of the worst example for such activities of Divisional Heads.
2. Directing SBCO officials to carryout works not under their purview:
In Chennai City Region and Central Region, SBCO officials are compelled to visit Sub offices for the settlement of OMs which is highly irregular. Settlement of OMs is the personal responsibility of Postmaster concerned. Violating the procedure, directing SBCO officials to visit SOs for settlement of OMs will be construed indirectly not to raise OMs and escaping from responsibility of Postmasters.
It is a well-known fact that if SBCO branches are allowed to work with full staff strength by providing adequate manpower without any disturbance and concentrating in their allotted work only,   control accounts and vigilant activities will be tight and any intention for fraudulent activities will be curbed in the bud itself. This will create a conducive working atmosphere to SBCO officials and helps discharging their bound duty without any fear on things like contributory negligence etc.,
Our Circle Association requests our honourable Chief PMG to personally look in to these issues and cause issue of necessary orders so that SBCO officials shall carry out their works in accordance with the orders/ directions issued by the Directorate, especially in the CBS environment.
