Dear ComradeTewaryji,
The following are untold sufferings of
the entirety of SBCO officials all over India after introduction of CBS
particularly.
First
of all necessary training on SBCO role in Finacle was not sufficiently given.
Only just introduction has been given in the name of training.
To manage the work in Finacle, the
existing quality of systems and network and the supply of computer peripherals
and stationary are very and very poor.
The
MIS server provided to check the transactions held in counter is not opened
most the days in a month. If opened, reports not generated. As a result, the
work has been accumulated and could not be cleared subsequently with the
shortage of staff in SBCO.
Despite
SB order 14/2015 and subsequent DTE order no. 25-06/2012-FS-CBS(Pt-1)dtd
10.03.2016 instructs to provide operative staff to SBCO, the local authorities
are reluctant to implement the orders.
It
is a factual basic that the officers even up to Circle level are not
understanding the unique nature of SBCO work which is the watchdog of Postal
Savings Scheme transacting crores and crores of public money and
trustworthy of lakhs and lakhs of
customers.
Whenever
any irregularity noticed while carrying out regular work as per control
procedure andbrought to the notice of Postmaster/ Divisional head, they would
not normally acknowledge the veracity of the case and turn down the version of
SBCO verbally instead. They simply expect the settlement of any irregularity in
SB operation by SBCO itself whether it is correct by rules or possible
practically. Thus, our main work is affected.
If
any frauds occurred, the officers do not bother as they are coming in to
picture. They will straightaway suspend subordinates including SBCO officials though
they are not responsible. Subsequently, the defrauded amount is recovered from
officials terming primary offenders, co offenders and subsidiary offenders
followed by disciplinary proceedings. SBCO officials will be dragged blindly as
subsidiary offenders. It is cruel to note that the amount fixed as recovery
from SBCO officials is much more than from the officials of operative side
without any justification.
Of late, one SB fraud has
been unearthed in the CBS scenario
in Karaikudi HO in Tamilnadu. The said fraud was
committed by making fictitious deposits by the counter PA misusing password of
APM and System manager. This irregularity was to be filtered before closing the
office account. As per SB order14, Postmaster/APM/SPM will be held personally
responsible for all transactions happened in the Finacle Office accounts in the
post office. They should view the office accounts used by counter PAs and cross
verify the transactions. They should be vigilant while verifying the
transactions to see the Office Account Number used by the User. But, in the
fraud case besides APM and others the Supervisor in Charge SBCO has also been
suspended from service without application of mind. But, the culprit is at large.
This
recent fraud caused the authorities to open their eyes and hurriedly issued
instructions as precautionary steps through Dte letter dated 11.05.2016.
So,
Comrade, a time has come to put a full stop to all woes of SBCO people. It is a
high time to strip off administrative powers from clutches of Divisional heads
and add more power of control over SB branch. Our branch must be considered as
Branch Audit section and then only the future frauds in Finacle could be
curbed.
We
wish to suggest that,
1.
After CBS, the first victimization caused to SBCO staff Karaikudi( Tamilnadu)
should be undone and the suspension be revoked. We cannot allow this bad
precedence from now onwards.
2.
Our demand of change of control over SBCO wing should be immediately restored
to the DPS (AO ICO SB).
3.
A clear cut SB control procedure in the CBS scenario should be evolved as early
as possible by the Directorate with the consultation of our Union.
4.
Taking the stock of new work load in SBCO due to introduction of Finacle
necessary work force should be deployed by immediate recruitment and imparting
exhaustive and meaningful training to all SBCO officials.
