Our
Circle Secretary has prepared a memorandum on ‘ SBCO OFFICIALS COULD NOT BE
BROUGH UNDER CONTRIBUTORY NEGLIGENCE CASES – WHY’ and it was handed over to our
General Secretary in person by Shri K.R. Jeevan, Organising Secretary for
review and to be represented to Directorate.

Central working Committee meeting
& Workshop with seminar of All India Postal SBCO Employees Association was
held at M.P.club, North Avenue, New Delhi-110001 on 10th December
2015 & 11th December 2015.
Though our Circle Secretary,
President and some of our office bearers planned to attend the meeting, they
could not proceed to Delhi due to heavy rain in Chennai. So, Shri K.R. Jeevan, PA/SBCO, Arni HO and
Organising Secretary of our Association was directed by our Circle Association
to attend the meeting. The happenings of
the two day meeting are summarized hereunder.
Welcome
address was given by Com.Virendra tiwary,
Genereal Secretary ,AIPSBCOEA, Presided by Com.S.S.Saathe. President CHQ and
the meeting was inaugurated by Com.R.N.Parashar,Secretary General,NFPE &
Genl.Secy.P-III, Mrs.Seethalakshmi,Genl.Secy.R-III and Shri R.S.Mishra, Ex.Director (H.Q.),Himachal
Pradesh.

On
the first day, a brief lecture on the recommendations of 7th pay
commission was delivered by Com.Parashar and Com.Seethalakshmi and in the second
day, DDG.(SR&Legal)Anju Migam addressed AIPSBCOEA CWC MEETING.
In
the Interactive session, discussions regarding 7th CPC, SBCO role in CBS and Contributory cases were
discussed by all the delegates.
On behalf of Tamil nadu circle following
points were discussed in the Central Working Committee meeting.
Regarding 7th CPC
recommendations:
1.Except
India, government employees in the rest
of the world are the best earning
persons. But in India we are begging for
hike of salaries in Pay Commission. Even self-driven drivers are getting
more salary than CG Employees.
2.In 7th CPC has noted
that the stipulated entry level qualification and recruitment process of PA(SBCO)
is similar to that of direct recruit Postal Assistants in the Postal Assistants
cadre and their promotional channel is also identical. But, in reality PA(SBCO)
is not having any promotional channel compared to Postal Assistants. The demand of higher pay PA (SBCO) to
consider at par with audit staff has been rejected by 7th CPC stating that
qualification for entry level in the cadre is equivalent to Postal Assistants
(ie) 10 + 2 scheme. But
Para 11.8.21 of 7th
CPC wherein analysis and recommendations for IPOs are given.
IPOs from direct recruitment are placed with GP 4600/- and
IPOs from Departmental promotion are placed with GP 4200/- and hence now they
are upgraded to 4600/-GP ignoring the qualification criteria. The basic
qualification for direct IPOs is fixed as a Degree where as there is no such
norms to IPOs passed in the Departmental examination. If the higher pay
is possible to IPO cadre, why not it is extended to SBCO cadre as we are
doing the same work as organised accounts cadre.
3.New
PA’s who joined after the year 2004 are already
paying 10% of salary in the name of New Pension System, in addition to that in
the recommendation of 7th CPC, for CGEIS Rs.1500 is going to be deducted. This will actually
lead to loss to the officials.
4.
In 7th CPC Cash handling allowance is not permissible in SBCO
because they are not handling any cash. Then on what basis Department books the SBCO official and contributory negligence is fixed on them.
5.In
the computerized environment in the Department, a person of 10 + 2 qualification can not manage the work and
hence we request to fix the entry level qualification as a Degree but 7th
CPC turned down the request.
6.Designation
of PA(SBCO) should be changed as Postal Auditors.
7.
As our work nature is like Administrative
work, Five days working day shall be applicable to us also.
8.Uniform
fitment formula for all level of employees.
9.For
lady comrades CCL salary is downsized to
80% of salary, It should be reviewed and withdrawn.
10.Increase
the promotional opportunities for SBCO Employees
Regarding Role of SBCO in CBS:
1.Compilation
of New SBCO Manual for SBCO as per CBS
environment.
2.Filling
up of all vacancies at SBCO units and giving additional hands to all sbco units
to manage the excess quantum of work after CBS migration (ie) to RE-DEPLOY the
SOSB staff to SBCO units. In order to maintain secrecy of vouchers and other
connected records, increase the staff strength of SBCO by
including the establishment of SO SB group of HO in to SBCO establishment .
3.To
fix percentage checking of vouchers instead of 100% verification as finacle
LOT’s cannot be viewed easily due to delay in report generation and other
technical problems
4..Instead
of two servers, maintaining LOT and
consolidation in the same server is very useful for SBCO in HFINRPT Menu.
5.Creation
of Record keeper post in all the SBCO units
6.To
give a permanent GDS to all SBCO units on full time basis.
7.To
give the interest correction HIARM menus at Divisional office level to avoid
frauds(or) to give the correct procedure/steps for giving the interest
correction at SBCO level.
8.To
supply laser printers to all SBCO units for taking printouts whenever
necessary.
9.To
install Finacle software in all systems of SBCO units and replacement of all
old systems with newer one for speedy report generation.
10.To
give Auditor training to all SBCO staff to know the CBS nature of work in all
circles as in many circles the training has not been given yet.
11.To
hand over the day to day returns to supervisor SBCO by the GDS or Sub account
branch through hand to hand receipt book after 100% CBS migration or Retain the
SOSB branch with at least one PA to maintain consolidation, Vouchers, Dealing
of Claim cases and ATM issues.
12.There
is no clear rule for supervisor 5% voucher checking, we need clear rule.
13.Whether
manual voucher checking register is need or not, in this case there is no clear
clarification in CBS environment.
14.In
the case of OM, Infosys created memo pad is not working properly and also it is
not up to mark
we create one proto type objection
memo menus in CBS environment as prescribed here:
FIRST
STEP: Creation of OM by PA SBCO, in that PA need to enter the transaction ID of
particular transaction.
It
will show the account no, amount,teller id, date of transaction, mode of
payment and sol id. Then PA SBCO enter the OM from the drop down(SS
verification not done, MAP,COP,A/C no differs etc.,)
SECOND
STEP: Raised OM’s received by post office PA in this menu with transaction id
and issue.
PA
can upload the needy document and sent the same in one way. In other words he
can t send manually and settle the OM.
THIRD
STEP: Settlement of OM’s are viewed by Supervisor SBCO and he will settle the
OM or he can resend the same if he is
not satisfied.
FOURTH
STEP: In this menu Divisonal heads/AO ICO/PMG can view the OM status of
particular HO or particular SOL ID.

Action taken on the issues raised by
Tamilnadu Circle-reg
1. Contributory cases against SBCO officials-Asked a detailed list by GS
2.Rotational
transfer liabilities of SBCO officials-Admitted and enclosed in his letter
3.Posting
of other state officials in their Native Circles-Asked some names in first
schedule and sent to GS in mail
4.On
transfer committee for SBCO officials-Admitted and enclosed in his letter
5.
Cluster of Hos for transfer purpose.
In
the evening shri.R.S. Mishra gave a seminar on the topic ‘’confidential report/APAR
of SBCO staff by DPS / AO ICO (SB) - need of the
hour’’& ‘’Role of SBCO in CBS’’,’’ Payment Bank’’.
Finally
our General Secretary gave brief lecture
about our Association activities on the welfare of our SBCO cadre & discussed
problems in all Circles separately . Especially
the
subjects and suggestions proposed
by our Tamilnadu circle are accepted by our General Secretary.
