BEWARE SBCO STAFF

Vanakkam.

Can you feel working comfortably if a sword is hanging above your Head and at any time it may penetrate your head ?

Just like the situation arises by the Govt orders.

Pl refer Dept of Personnel and Training OM no. 1/3/2015 - CS-II (A) dated 22.09.2015 read with DO no. 21/19/2015-CS-I(P) dated 15.09.2015 & OM no. 25013/01/2013-AIV dated 07.09.2015 on the subject " Review of CSSS officers (PSO) under FR 56 (1) and Rule 48 of CCS Pension Rules 1972"

By this If Service of an officer is not useful, one can be compulsorily retied in Public Interest after

1. review of  ACR /APAR dossier/ Personal file /work and performance of the officer in files / reports prepared

2.Adverse entries including  non-communicated entries in the CR should be taken in to account

3.Conduct unbecoming to the public interest or obstructs efficiency in public services

4. Intergrity 

As all of you aware, the work nature of SBCO is "Watch dog role" (ie) to monitor the functioning of SB branch as per the Rules, Guidelines, Instructions issued from time to time by the Dept. In other words, we are monitoring the work of officials  dealing with SB who are appointed by and controlled by the Divisional Head.

Any objection raised  pointing out the lapses of such officials are, indirectly, questions the controlling authority and hence they usually sideline the SBCO wing everywhere - right from HOs to the highest office.

As of now, writing of APARs is entrusted with the Divisional Head which shall be used to corner the SBCO officials in the backdrop of the orders of Ministry of Personnel and Training mentioned above.

YES.  WE CAN BE SACKED OUT AT ANY TIME if the present practice of writing of APARs  is allowed to continue.

That is why we have putup a subject before JCM (departmental ) Council ' Writing of APARs should be entrusted with DPS  who is the Appointing authority to SBCO cadre or with AO ICO (SB) who is monitoring the work and know well the functioning of SBCO as well as SBCO officials.

In this juncture, I wish to point out that only our Association can represent our SBCO cadre in the JCM (departmental) Council at the Directorate level and discuss with the highest officers in the DTE as we are affiliated with NFPE - a strong Organisation of Work force in DOP and in our Country.

We hope our SBCO officials will realize the facts and come forward to strengthen our Association.
