Notice under the provisions of Article 31 of the Constitution of All India Postal SBCO Employees Association is hereby issued that the Circle Working Committee Meeting  will be held as per Article 30 of the Constitution of AIPSBCOEA on 15.04.2026 at 10 a.m. at HOTEL GOLDEN CITY, Showram Palace Road, Coonoor Road, behind S.M. Hospital, Bombay Castel, Ooty, Tamil Nadu followed by the 8th Circle Conference thereafter.

AIPSBCOEA/Considering vacancies in SBCO for PAs SBCO /TN/2026                               Dated:  07.02.2026.

Subject:- Request for considering vacancies arised due to promotions in the RT Notification 2026 of PAs SBCO-reg…  

Reference:- 1. Directorate transfer guidelines No. X-12/1/2020-SPN-II dated 12th March 2025.

                     2. RT Notification- Letter No. STA/102-02/RT/SBCO/2025 dated at Madurai 625002 the   

                          05.02.2026 from the O/o the PMG SR, Madurai- 625 002.

                      3. AIPSBCOEA letter AIPSBCOEA/Request for consideration of grievances of RT  

                           2025/TN/2025 Dated 04.04.2025.

 

Respected Madam,

                    On behalf of AIPSBCOEA TN Circle, it is brought to the kind notice of the DPS Southern Region regarding few grievances of the SBCO officials vide the Directorate orders mentioned in the reference above.

                   As per the Directorate letter number mentioned above in reference , the guidelines have been issued to regulate the Intra-Circle transfer of PA(SBCO) officials.

                  This order states that “ the vacancy of PA (SBCO) cadre, which become vacant by virtue of promotion, superannuation etc. are straightaway being added in strength of PA (PO) cadre resulting in no vacancy in PA (SBCO) cadre. Due to this, Intra-Circle transfer in PA (SBCO)  cadre are not being done even through TPC, because as soon as the vacancy is arising, same is being added to Postal Divisions. Matter has been re-examined, and it is reiterated that any vacancies that will arise in the future in the PA (SBCO) cadre shall not be straightaway merge with the Postal Division. Circles shall first consider the Intra- Circle transfer against vacant post of PA (SBCO) and any requests for Intra-Circle transfer in PA (SBCO) cadre may be processed thereafter by the Circle /Region Office through TPC.”

                   The purpose of the Directorate orders is to make the PAs SBCO accommodate as per their choice of place during rotational/request transfers. But, it is noticed that the vacancies araised due to promotions/Superannuation are not notified during rotational transfers and the requests of PAs SBCO are not considered for those vacancies.

One example is cited below:

1. One PA (SBCO) post is vacant at Madurai HO (Madurai Division) as one Smt. Chitradevi was promoted to LSG. But this post is not notified in the RT Notification in the reference.

2. Another PA (SBCO) post is vacant at Ambasamudiram HO (Tirunelveli Division) as one Smt. Vidhya was promoted to LSG. But this post is also not notified in the RT Notification in the reference.

The vacancies araised due to promotions were considered in Western Region RT 2025 vide the reference no. 3 mentioned above and PAs SBCO were posted to those places as per their choices given. The letter is enclosed for your information.

                      Hence, it is requested to kindly include both the PA SBCO vacancies in the RT Notification 2026 as per the Directorate orders to consider the places of choice of the PAs SBCO during Rotational/Request transfers.  This will enable the PAs SBCO to get their choices of places as there are very few PAs SBCO posts only.

No. AIPSBCOEA/Immediate Training to LSG SBCO officials/TN/2025    Dated:  11.12.2025.

              Subject: Mandatory Departmental Training for LSG Officials for consideration of  

                             promotion to HSG II cadre- reg…

              Ref     :1. Directorate letter No. 01-64/2009-Trg dated 08.12.2025.

                          2. CPMG Letter No.TRG/18-01/HSG/2025 dated at Chennai -600 002 , the   

                          10.12.2025.

                    As per the Directorate order mentioned above, it is informed vide the training policy  2012, that PAs/SAs are directed to undergo 3 mid career training programmes (ADP,SDP and SSDP) aligned with their progression under MACP. When official due for II MACP (i.e.) HSG II level, he/she may be brought under SDP. But, the following four SBCO official are not yet given the SDP training due to which their promotion due on 01.01.2026 will be affected and in turn their future career will totally be affected. (The officials are in no way responsible for delay in giving the above training-also four monthly subjects were placed for giving the MACP training).

(There is no necessity for separate module for SBCO as the basic rules and training materials are common for all for the above said training).

                                On behalf of AIPSBCOEA, it is requested to consider the transfer requests of PAs SBCO within a division. Wherever more than one HO is available at any division, the request for transfer within the division to be considered by transferring the PA SBCO along with the post to the concern HO where there is no PA SBCO post. The total establishment of the division will not change and this will also help to reduce the transfer issues of PA SBCO cadre.

             On behalf of the All India Postal SBCO Association, it is brought to the notice of the respected Chief Postmaster General regarding filling up of the vacant HSG I posts in SBCO. There are totally 5 HSG I Posts throughout the circle which are lying vacant since many years. Hence, as per the Dureja Part IV -SBCO Procedures: APPENDIX 13- MISCELLANEOUS STAFF MATTERS RELATING TO S.B.C.O., PAIRING AND INTERNAL CHECK ORGANISATION: Rule 18: which is read as :

 

 “Filling up of the Posts of HSG-I from amongst HSG II on ad-hoc basis in SBCO : — The question of filling up of the posts of HSG-I Head Clerks in SBCO from amongst HSG II Head Clerks has been under consideration of this office, since a number of posts were reported to be lying vacant due to non-availability of eligible officials with three years service at their credit. Now it has, therefore, been decided that these posts of Head Clerks in HSG I Cadre in SBCO may be filled on ad-hoc basis from amongst HSG-II Head Clerks who have rendered at least one year service either on ad-hoc or regular basis. Such ad-hoc promotees will not have any claim for regular promotion as HSG-I which will be made only as per provisions of the recruitments rules.”  

  It is requested to fill the vacant HSG I posts in SBCO on ad-hoc basis from amongst the willing HSG II officials rendered at least one year service on ad-hoc basis which will pave way for the smooth functioning of the HSG I offices with heavy transactions. This will not only enable those offices with vacant HSG I posts to get regular supervisors but also ensure efficient functioning of those SBCO units.

But, it is noticed that the Regions are not following the Directorate orders. The vacancies arised due to promotions are not notified during rotational transfers and the requests of PAs SBCO are not considered for those vacancies.

One example is cited below:

One PA (SBCO) post is now vacant at Tirunelveli HO as one Smt. Vidhya had been promoted to LSG. But this post was not notified during Rotational transfer.

As per the above mentioned Directorate order, it is requested that one Smt. Anandha Gomathi who had already given representation i/c/w rotational transfer may be posted in the PA (SBCO) vacancy at Tirunelveli H.O as her request for extension is not considered by the regional administration. Being a woman official, this will help her to take care of her two daughters and family as a whole.

Hence, suitable instructions may be issued to all the Regions for following the Directorate orders and to consider the places of choice of the PAs SBCO during Rotational/Request transfers.

                                As the Pre-Roll out activities are to be done on 03.08.2025 in c/w APT 2.0; all the officials are instructed to attend duty on 03.08.2025 (Sunday). Being dedicated DOP officials everyone are ready to extend their full cooperation and attend the Sunday duty without any break for this week amidst all their personal commitments.

                              Hence, it is requested that suitable Compensatory Off may kindly be granted to all the officials attending office on 03.08.2025 (Sunday) on humanitarian grounds considering their physical & mental health to avoid stress.

                officials for the year 2025.

Respected Sir,

                    On behalf of AIPSBCOEA TN Circle, it is brought to the kind notice of the Postmaster General regarding few grievances of the SBCO officials vide the Regional office orders mentioned in the reference above.

 1. A. Nisha PA SBCO Coimbatore HO transferred to Dharmapuri HO.

             The official is working at Coimbatore HO since 30.04.2022 and residing at Singanallur Coimbatore.  She is a single mother striving hard to take care of her 7 year old son studying at Trinity Matric. Hr. Sec. School, Coimbatore. Moreover her aged mother is fully dependent on her as she is suffering from Arthritis. Being the only earning member of the family, the official is in a situation to be in and around Coimbatore for the education of her son and medical treatment of her mother.

 2. S. Priyadharshini PA SBCO Dharmapuri HO transferred to Mettupalayam HO.

             The official is working in Dharmapuri HO. Her Husband whose native is near Tiruchengode, is working in a private engineering college in Tiruchengode and not in a position to relocate to Mettupalayam. The official is having a 6 year old son and the total family is dependent on her. Her in-laws occupation is primarily agriculture and her mother is to take care of her physically challenged father. Hence, both her parents and in- laws are not in a position to accompany her to mettupalayam which is 200 kms away from her established place.

As per the Directorate letter number mentioned above in reference 2, the guidelines have been issued to regulate the Intra-Circle transfer of PA(SBCO) officials.

This order states that “ the vacancy of PA (SBCO) cadre, which become vacant by virtue of promotion, superannuation etc. are straightaway being added in strength of PA (PO) cadre resulting in no vacancy in PA (SBCO) cadre. Due to this, Intra-Circle transfer in PA (SBCO)  cadre are not being done even through TPC, because as soon as the vacancy is arising, same is being added to Postal Divisions. Hence, as per the above mentioned Directorate order, it is requested that Smt. S. Priyadharshini may kindly be posted in the PA (SBCO) vacancy at Erode which will be very helpful to her family and  Smt. A. Nisha may kindly be posted in the PA (SBCO) post at Mettupalayam HO on humanitarian basis. Both of them and their families will be ever thankful to you Sir, for such an act of kindness.

                    Priority to SBCO officials during transfers:

 

                  As per the Annexure 'A to Letter No. Q-25/1 1/2022-PE-I-DOP dated 16.ll.2022:

1. Modalities for merger of Postal Assistant (SBCO) cadre:

h) However, sanctioned establishment (number of sanctioned posts) of SBCO Branch, as decided from time to time, will continue to remain the same for the purpose of posting of officials.

j) Posting of PA in SBCO will be done from Postal Divisions on tenure basis through Transfer and Placement Committee (TPC) of the Division. However, transfer/posting of PA (SBCO) who chooses to continue in SBCO cadre shall be decided as per extant rules/procedure/practice. Transfer/posting of officials who do not opt to switch over to Postal Operative Side will be made first by the Circle/Regional Office and thereafter, the Divisional TPC will consider transfer/posting for the remaining vacancies in SBCO.

 

Priority to be given to the PAs SBCO officials because there are only very few officials who are remaining back and more over they were recruited as PAs SBCO exclusively who obviously have full right to claim any of the posts in SBCO rather than the general line PAs. In case, if a PA SBCO claims a merged post within a division, he/she has to be given that post and the general line PA if posted on tenure basis in that place, can very well be shifted to any other post/place within the division as this will not in any way alter the total establishment of that division as per the Directorate order. This is the need of the hour as there are very few PAs SBCO posts available and far away from each other to rotate the PAs SBCO and creating a mental stress to all the PAs SBCO during each Rotational/Request transfer.
