RESOLUTIONS OF 7TH CIRCLE CONFERENCE:
Ref. No: AIPSBCOEA/Resolutions of 7th Circle Conference/2024 Dt-29.07.2024
The Chief Postmaster General,
Tamil Nadu Circle,
Chennai- 600 002.
Sub: Resolutions of the 7thCircle Conference held at Erode on 19.07.2024 &20.07.2024-reg…
It is requested to fill all the vacant
Supervisory posts as anone time measure, by temporarily downgrading the HSG
Posts which are lying vacant for years together. There are no officials eligible for HSG I posts in SBCO and there are
only 4 to 5 officials who are eligible for HSG II posts in SBCO Cadre
throughout the Circle. Hence it is requested that temporary down gradation of
the HSG I Posts and HSG II Posts may be done in SBCO till the regular
incumbents join in that place. This will enable the SBCO officials to accept
the LSG/HSG Supervisory promotions without declining the same. The junior
officials will get their promotions soon as there are very less promotional
avenues in SBCO Cadre and the units functioning without supervisors will get
the regular supervisors for efficient functioning of those units.

Request to fill up all the vacancies
araised in SBCO due to merger on tenure basis:
As
per the Directorate order dated 16.11.2022, all the vacancies araised in SBCO
due to merger to be filled by the concerned divisional heads on tenure basis.
But this is not followed seriously at ground level due to which all the
supervisors are facing hardship to complete the day today voucher checking and
other related works. Hence, all the vacancies up to the sanctioned strength to
be filled immediatelyon tenure basis to ensure smooth functioning of SBCO.

TOTAL |
Totally
111 (vacant) + 55 (attachment or deputation basis) = 166 posts are not filled
on tenure basis which is highly risky and may lead to frauds as the day to day
voucher checking work will obviously be kept pending for more than 3 days and
some units are experiencing pending for months together. Hence, all the vacant
posts may be filled on tenure basis as per the Directorate letter dated
16.11.2022.
As per the
Annexure 'A to Letter No. Q-25/1 1/2022-PE-I-DOP dated 16.ll.2022:
1. Modalities
for merger of Postal Assistant (SBCO) cadre:
h) However,
sanctioned establishment (number of sanctioned posts) of SBCO Branch, as
decided from time to time, will continue to remain the same for the purpose of
posting of officials.
j) Posting of PA
in SBCO will be done from Postal Divisions on tenure basis through Transfer and
Placement Committee (TPC) of the Division. However, transfer/posting of PA
(SBCO) who chooses to continue in SBCO cadre shall be decided as per extant
rules/procedure/practice. Transfer/posting of officials who do not opt to
switch over to Postal Operative Side will be made first by the Circle/Regional
Office and thereafter, the Divisional TPC will consider transfer/posting for
the remaining vacancies in SBCO.
Priority to be given to the PAs SBCO officials because there are only
very few officials who are remaining back and moreover they were recruited as
PAs SBCO exclusively who obviously have full right to claim any of the posts in
SBCO rather than the general line PAs.In case, if a PA SBCO claims a merged post within a division, he/she has
to be given that post and the general line PA if posted on tenure basis in that
place, can very well be shifted to any other post/place within the division as
this will not in any way alter the total establishment of that division as per
the Directorate order. This is the need of the
hour as there are very fewPAs SBCO posts available and far away from each other
to rotate the PAs SBCOand creating a mental stress to all the PAs SBCO during
each Rotational/Request transfer.
4.
Weeding out permission:
As the POSB reconciliation work is in process, permission is not given
to weed out the time barred records in the SBCO units which is leading to over
flow of records. The accounts and the balance of V2 SBCO system data is being
compared for the reconciliation work with the Sanchay post migrated data. The vouchers and consolidations have no
role to play in the POSB reconciliation process as only the system data is
required. The vouchers with
consolidations are only heaped day by day without space. Hence, permission may kindly
be accorded for weeding out the time barred vouchers and consolidations to
create space for preserving and arranging the current vouchers without
difficulty.
A line of reply is solicited
please.
With regards,
